  1. Clapham Winterville approved by councilpublished at 16:00 British Summer Time 16 October 2018

Plans for a winter festival on Clapham Common have been approved by Lambeth Council.

Winterville will be held from 15 November until 23 December and feature an ice rink, roller disco, cinema, indoor miniature golf, entertainment tents, fairground rides and food stalls.

Planning officers concluded that the scheme's public benefits "outweigh the harm" to the heritage assets on the common.

Councillors backed their recommendation to approve the plans at a meeting earlier this month.

Four fire crews and about 25 firefighters were called to Westbury Avenue, Southall at about 01:35 and had the blaze under control within an hour.

Watch Manager Ian Hurry said: "We could see flames coming through the roof as we arrived and crews worked hard to stop the fire from spreading to the neighbouring properties."

Half of the first floor and the whole of the roof was damaged.

The boy, who cannot be named because of his age, was leaving the home in Eldon Drive, Harraby, of 48-year-old Peter Raymond Kenney, who denies being part of a criminal conspiracy to supply drugs.

The prosecution says the boy was part of a "county lines" supply system, in which London gangsters deployed him as a footsoldier to take drugs to North Cumbria.

The jury at Carlisle Crown Court was told the teenager has pleaded guilty to charges of conspiracy to supply class A drugs over the course of several days in May, and also possessing criminal property - the cash.

  10. Where has the longest waits for colonoscopies?published at 14:08 British Summer Time 16 October 2018

    Local Democracy Reporting Service

King’s College Hospital NHS Foundation Trust has the second longest wait times in London for routine colonoscopies, a procedure that can detect bowel cancer.

Data published by NHS England shows 44 per cent of patients were waiting longer than the statutory six-week limit for routine referrals at the trust in the last year.

But a spokesperson for the trust said steps had been taken to reduce waiting times, with 95% of urgent cases seen within two weeks.

The trust is one of 30 in London in breach of the target for routine referrals, second to Barking, Havering and Redbridge University Hospital NHS Trust, where 56 per cent of patients waited more than six weeks.

Bowel Cancer UK head of policy and campaigns, Asha Kaur, said: “These waiting time figures present a worrying picture for patients and demonstrate the urgent need for the Government to make addressing this capacity crisis a national priority.

“If hospitals are expected to meet waiting time targets then they must be given the resources and capacity to enable them to meet these standards.”

The colonoscopy is one of two tests used to detect cancer at the earliest stage when it is more treatable.

  14. Enfield residents to have say on bin collection changespublished at 12:22 British Summer Time 16 October 2018

    Local Democracy Reporting Service

Bin collections in Enfield could be cut from once a week to once a fortnight under proposals put forward by the council.

The changes – which include charging a fee to collect garden waste – are set out in a council report containing seven options for overhauling the service that could save the council up to almost £3m a year.

If the council approves the recommendations in the report, a consultation will be held with the public on whether to alter collections or stick with the status quo.

The current arrangements see refuse and dry recycling collected once a week, while mixed food and garden waste are collected once a fortnight.

But the council is under pressure to save £18m by 2020 due to a funding squeeze by central government – and cutbacks to bin rounds could help to meet that target.

  19. Newham council tax to rise after 10-year freezepublished at 10:30 British Summer Time 16 October 2018

    Local Democracy Reporting Service

Newham's council tax will rise by 2% next year as the borough struggles to pay for services.

The borough’s council tax has been frozen for the last decade as the council relied on its growing population to bring in extra funds but the freeze is estimated to have cost the local authority £82m over the last 10 years.

In 2017/18 Newham overspent by more than £10.1m, and this is expected to increase to £11.1m over the next financial year.

A 2% increase will bring in an estimated £1.5 million extra a year.

  20. Civil servants move to Canary Wharfpublished at 09:54 British Summer Time 16 October 2018

A new hub for civil servants has been opened in Canary Wharf in a bid to cut costs.

More than 6,000 civil servants are being moved from Whitehall to the financial district hub to offices which officially open today.

The new space will be a base for public sector staff working for HMRC, Ofgem and six other departments.

Ministers say setting up the Canary Wharf centre will lead to annual savings of £24m. It's part of a drive to reduce fragmented government office buildings from 800 to 200 by 2030.

Costs per sq/m in the Canary Wharf building are £700, compared with £950 for Whitehall properties.

Minister for implementation Oliver Dowden said: "It's great to see public and private sector staff rubbing shoulders here in Canary Wharf.

"This hub is one of 14 across the country already announced which will use cutting-edge design and innovative technology to deliver smarter public services that reduce vacant space across the Government estate."
