The former chief of the general staff adds that, when soldiers deploy, "we do so in co-operation with the police but crucially, led by the police".

The public should see their presence as reassuring rather than alarming, he says, insisting that they "operate under strict rules of engagement".

Floral tributes to victims of Manchester attackImage source, PA

Talking about the Manchester attack, he said:

    Quote Message

I am obviously devastated, Manchester’s somewhere I’ve made home for 12 years, nearly 13, my kids were born here, made many friends there, still in contact with many of them.

    Quote Message

The character of the city has never been the question, as soon as I got to Manchester I fell in love with the place, the people, the community, the vibe of the city and that is a representation of not just Manchester but England.

    Quote Message

If this had happened in any other city in England I think it would be the same solidarity, the same coming together, the same outcry because in this country we got people who show a sense of unity when the chips are down."

The Bishop of Argyll and the Isles, Brian McGee, has travelled to Barra to visit the families of Eilidh MacLeod and Laura MacIntyre.

Laura, 15, is in hospital with serious injuries, while her friend Eilidh, 14, is still missing.

The bishop said: "This is a time of terrible anguish for the MacLeod and MacIntyre families. Spending time with the relatives of both girls was a reminder of the human cost of acts of terror.

"Such acts leave families broken, lives scarred and innocence destroyed. My thoughts and prayers are with the families at this traumatic time."

  19. Police Federation responds to military deploymentpublished at 14:22 British Summer Time 24 May 2017

Steve White, chairman of the federation representing rank-and-file officers in England and Wales, said:

    Quote Message

As always, the response of emergency workers in the face of adversity has been second to none. The welcome support of the military to free up armed officers and offer public reassurance will no doubt be managed in the same professional, resolute way. But, as welcome as this is, we cannot avoid the reasons it is needed at all. There is no ignoring the fact that we, the police, simply do not have the resources to manage an event like this on our own."
