The black Labradors were taken from the street outside a Marks & Spencer store on Beam Street, Nantwich, Cheshire, on Saturday.
Police said, external the dogs were found in Tunstall, Stoke-on-Trent, and reunited with their owners.
A 37-year-old man, a 28-year-old woman and the 15-year-old, all from Stoke-on-Trent, have been charged with theft.

Officers said they wanted to speak to the two men in the CCTV footage about the theft.
Det Sgt Vicki Shelton said: "The dogs’ owner is understandably deeply upset. Pets are part of the family and having them stolen is a harrowing and distressing experience."
