Residents and visitors to King's Lynn may notice an increased police pressure in the town over the coming weeks.
Extra patrols are being put on to combat aggressive begging and street drinking.
The move follows a number of complaints received over the last month concerning incidents of anti-social behaviour.
Sgt Tom Metcalfe said: "This operation is not about targeting all homeless people but focuses on those causing anti-social behaviour.
"Anyone found to be posing as homeless and exploiting the generosity of the public will be warned about their behaviour before facing prosecution.
"Once this initial phase is complete we will increase our response to tackle those who persistently offend and take appropriate action."

Norwich City managed their fifth Championship clean sheet in a row as they beat Middlesbrough 1-0.
James Maddison scored a long-range effort in the first half that he described as one of the best of his career.
The clean-sheet streak is a record for the club. The five shutouts followed the dreadful 4-0 loss at Millwall at the end of August.
Maddison told BBC Radio Norfolk after the match that the squad had been working hard to tighten things up at the back.
"Obviously we highlighted we had a problem as a defending unit, especially after the Millwall game," he said.
"Credit can only go to the boss and the coaching staff as we've worked relentlessly on the training ground to put it right.
"When you come to places like this and get clean sheets and get three points, that's what it's about."
