The building, the brainchild of the fifth Duke of Devonshire, is due to be converted into a luxury hotel but it has been dogged by years of delays because of structural concerns.

Developer Trevor Osborne said: "A lot of the building was rotted.

"Now we are inside we are having to reinforce it with steel, new timbers and so on.

"So we've had just about every difficulty you could ever have with a building project like this."

Leicester City Council said it would be installing the system in all of its towers, which contain more than 500 homes.

"It (sprinklers) didn't seem necessary," assistant city mayor Andy Connelly told BBC Radio Leicester.

"I think we were confident in all the precautions we had taken in the event of a fire. But, clearly, the tragedy at Grenfell Tower has changed the ball game."
