The chair of Derbyshire County Council's planning committee has said the authority will be looking at the planning inspector's report "in detail" after an exploratory drilling application was approved.
The council had rejected Ineos's bid to drill at Marsh Lane, near Eckington, earlier this year but the firm has successfully appealed to the Planning Inspectorate.
Martyn Ford, from the authority, said: “This is a very disappointing result for the residents of Marsh Lane and the surrounding area who came together and mounted such a well-organised campaign to oppose the application."

Jack Sanders, 35, died from glioblastoma - an aggressive form of brain cancer - last month.

Detectives are looking for a number of Good Samaritans who tried to help a man who died in a car crash.
A 21-year-old was taken to the QMC after the Honda Civic he was driving crashed in Gartree Road, Oadby, at about 23:00 on Thursday last week. He later died.
A 20-year-old passenger was also taken to hospital where he remains with serious injuries.
Investigating officers believe several passers-by stopped to help before emergency services arrived.
Det Con Alison Briance said: "If you are one of these people and you have not yet contacted us, then please do so even if you did not witness the collision. Any information you have, no matter how insignificant it may seem, could help us with our enquiries."

England cricketers have been in nets action at Trent Bridge ahead of the third Test in Nottingham this weekend.
All eyes have been on Ben Stokes, the all-rounder cleared of affray in court this week.
Head coach Trevor Bayliss says the decision to include Stokes in the squad for the Test against India on Saturday was taken for the all-rounder's "wellbeing".
However, Bayliss said he would take time before deciding whether the 27-year-old would actually play.

Nottingham actress Vicky McClure is making a BBC documentary looking at medical research into dementia.
The BAFTA award winning actor will also feature in a performance by a choir made up of people living with the condition at the Royal Concert Hall next month.
Vicky, whose grandmother was diagnosed with dementia, is also an ambassador for the Alzheimer’s Society.
Speaking on BBC Radio Nottingham she said: "There's always a stigma that once you have dementia it's game over and that's certainly not the case.
"They [the choir] have had to learn new songs they haven't heard before and when you're living with certain types of dementia that's a real challenge.
"It's life changing stuff what I've witnessed over the last three months."
