Nottinghamshire County Council has said it needs to consider "very carefully" what was said by the coroner about the death of Amber Peat.
The 13-year-old girl was found hanged after going missing from home in 2015.
When Amber and her mother lived in Derbyshire they were referred to a "multi-agency team" (MAT) because of her "behaviour issues".
When the family moved to Mansfield in 2014 not all details were shared between counties.
Her new school also raised concerns to the Nottinghamshire multi-agency safeguarding hub but not all the information held by the school was relayed over the phone.
The assistant coroner Laurinda Bower said: "I do consider that it is a real possibility that Amber might not have responded the way she did on 30 May 2015 had work been undertaken with her and her family as it should have been.”
Colin Pettigrew, from Nottinghamshire County Council has said: "The coroner has now reached her verdict and we have heard that today, we need to consider very carefully what she has said and reflect on any further actions we may take."
Both Nottinghamshire and Derbyshire councils and Amber's former school have made changes to policies following her death.

A car police believe was used in a shopping centre ram raid has been found.
Officers investigating last night's break-in at Carphone Warehouse in Fosse Park, Leicestershire, said four people got out of the car after it was driven in to the shop, went inside and then ran off minutes later carrying bags.
But it is still not known if they took anything.
A cordon has been up since this morning but has now been taken down.

A coroner ruling at the inquest of a 13-year-old girl who was found hanged said she was an “unhappy child” at home.
Assistant Nottinghamshire coroner Laurinda Bower said Amber Peat, from Mansfield, had experienced a difficult home environment where rows with her mother and stepfather were common.
The inquest heard how Amber had to be taken to her Mansfield home by the school because her parents were looking after a pet, or how she was too scared to go home after losing a belt.
Problems were picked up by authorities in Derbyshire but when the family moved to Nottinghamshire not all the details were shared between authorities and concerns were not followed up properly.
Amber went missing from her home on 30 May 2015 and was found hanged in bushes three days later.
A serious case review into how the authorities handled the case, which is being conducted by the Nottinghamshire Safeguarding Children Board, is due to be published following the conclusion of the inquest.

A coroner has recorded a narrative conclusion in the inquest of a 13-year-old girl who was found hanged.
Amber Peat, of Mansfield, was found in bushes three days after she walked out of her home in 2015 following an argument about chores.
Speaking at the end of the three-week inquest, assistant coroner Laurinda Bower returned a narrative conclusion at Nottingham Coroner's Court.
“I’m not able to determine on the balance of probabilities Amber’s intention at the time of her death," she said.
She described Amber as a girl who, "craved her mother's attention".
When talking about Amber's mother and stepfather, the coroner said there appeared, "to have been very little consideration to the welfare of Amber" at times.
The coroner found that "friction" between Amber and her stepfather would have "undoubtedly made Amber upset".
She also said there had been numerous missed opportunities by professionals to help Amber.
The inquest had previously heard how Amber's mother Kelly had not seemed upset when she spoke to police, she had been 'humiliated' by her stepdad's punishments - something he denied - and the authorities missed opportunities to help her.

An air ambulance, doctor, paramedic and ambulance are at the scene of a crash on the A47 in Uppingham.
East Midlands Ambulance Service said it was called to the road just before 15:00. There is no news on any injuries yet.
The fire service confirmed the crash happened between Uppingham and Glaston and involved a car and a lorry.
Following the crash, the lorry caught fire. Police have closed the road.
