Early mist and fog patches should clear leaving a bright day with highs of 11C (52F).
December is being seen as a "critical" month for the Severn Valley Railway.
It's the month the railway usually generates most of its revenue, spokesperson Lesley Carr said.
The railway launched a "fight back fund" earlier this year, to make up for the money it was losing during the first lockdown and raised £900,000.
"It may be that we won’t see a return to sustainable levels of passenger revenue until well into next year," Ms Carr said.

More than 500 Scout groups could close while others face a "bleak" future with coronavirus hampering fundraising, the Scout Association has said.
Groups in some of the poorest areas of England were hit when social distancing ended jumble sales, quizzes and car washes, the organisation said.
It warned groups in places including Wolverhampton and Shropshire were at risk of closure.
But a new fundraising campaign aims to try to save those affected, with a virtual race around the world.
