They're described as being "high risk" areas.
You are not allowed to meet people from other households indoors and a maximum of six people can meet outdoors.
The other parts of the West Midlands are tier one, or "medium risk"

There are plans to drill small boreholes into Ludlow's town wall to establish its thickness, ahead of long-awaited repairs.
In 2013, a section collapsed after heavy rain and there was a dispute over who should be responsible for carrying out the work.
The explorative work can only start once permission has been granted from the Church and Historic England.
The 13th Century scheduled monument is said to be among the most complete town walls in Europe.
Disability Arts in Shropshire (DASH) has been granted £70,000 as part of the government's £1.57bn Cultural Recovery Fund.
The charity - which works with disabled artists - said it was "fantastic news" and the money would be used to employ more freelance mentors to better support its artists.
"Our team at DASH have barely stopped this year, responding to the challenges brought about by the pandemic and supporting disabled people who have been disproportionately affected," the charity's chair, Craig Ashley, said.
"This funding will enable us to reach more disabled artists.... [and] give us much needed breathing space to ensure our future."
We're likely to see some more showers today and temperatures reaching 11C (52F).
The rest of the week is forecast to be dry and cloudy.
Birmingham, Sandwell, Solihull, Walsall, and Wolverhampton are in the "high category".

The local authority said it would be pre-recording a service for Remembrance Sunday which would then be available for people to watch online.
Santa Claus too will be coming to town via Facebook, in place of the annual Christmas lights switch on event - although the council said the town would still be decorated and lit up for the festive season.

Here's a selection of some of the headlines in today's Shropshire Star:
Shrewsbury and Telford Hospital NHS Trust (SaTH) has been fined £4,000 by the Care Quality Commission (CQC) over failures to initially assess A&E patients within 15 minutes.
“We have issued a penalty notice due to the severity of the situation and to ensure the necessary, urgent improvements are made," Chief Inspector of Hospitals Ted Baker said.
“It is essential that patients are seen in a timely way when they arrive at an emergency department; failure to do so could result in deteriorating health, harm, or even death."
Failures in triaging were identified at both the Royal Shrewsbury Hospital and Princess Royal Hospital, between 18 April 2019 and 29 September 2020.
The trust said it had made a number of changes, including recruiting more nurses, and had managed to reduce its average triage time to nine minutes over the past few weeks.
AFC Telford United has signed a lease deal with the local council that covers the entirety of the New Buck’s Head ground - parts of which have been leased to others until now.
The ground is owned by Telford and Wrekin Council which had previously leased the West Stand with its bar, restaurant and leisure facilities to Telford College, while the remainder of the ground was leased to the football club.
Signing the new deal for the whole of the stadium "gives the club much greater certainty into the future," said Andy Pryce, chairman of AFC Telford United.
“We are delighted that this longstanding issue is now resolved," he said. "It will also put us on much more solid footing as we continue to grapple with the effects of the coronavirus pandemic."
