The authority's leader Sybil Ralphs has told BBC Radio Stoke that local people have been consulted and they're on target to submit their plans to the government in February 2017.

My worry is that they (the council) will just shrug their shoulders, say we've run out of time, this is the best we can do at the moment. God forbid if the bogeyman, the government inspector, comes round and says you haven't got a plan, I'm going to allocate land."
