Police said the shooting happened in the Grange Farm area of Kesgrave.
The 15-year-old boy was on his way to Kesgrave High School at the time and is currently in hospital with serious injuries.
Assistant Chief Constable Rob Jones, from Suffolk Police, said: "Following this serious incident our priority is to keep everyone safe.
"We have now made an arrest as part of the investigation and are working with our partners in Suffolk and our schools to ensure that everyone feels safe when they are collecting their children from school this afternoon.
"There will be more police officers on patrol and to provide reassurance in the area and I would ask for anyone with information about this incident to come forward.”
Police said the 15-year-old boy suffered serious injuries in the shooting and was airlifted to Addenbrooke's Hospital in Cambridge, where he is "receiving urgent medical attention".
The force added a teenage boy has been arrested and is in police custody for questioning.
Kesgrave High School, on the town's Main Road, has 1,870 pupils aged between 11 and 18, according to Ofsted's website.
It was most recently inspected in December 2017, when it received a "good" rating.
In an update on the school's website ahead of its new term this month, Monday was the first day Year 9 and 11 pupils would be back in school for the new academic term as part of the gradual return of students.
The pupil involved in the reported shooting is thought to be in Year 11.
BBC Radio Suffolk reporter Ben Parker was at the scene earlier, and witnessed the air ambulance taking off.
