The council said it was formulating a new local plan as the district’s blueprint for growth through until 2036 and this would be ready by early or mid-2019 and a garden town did not figure in its consultations at this stage.

Lanpro director Chris Leeming said: "With the refusal of the council to support the scheme in favour of its local plan and also the tight government timescales the way is blocked to continue with the garden town prospectus."

Isma Kouser hasn't been seen since leaving her home in the West Town area of the city on 10 October.
The 17-year-old was last seen wearing a long yellow top and black trousers and she was carrying a large brown or tan handbag.
Det Insp Dan Pawson, from Cambridgeshire Constabulary, said: “A considerable amount of time has now passed since she was last seen.
"We are growing increasingly concerned that she may have come to some harm."
