The Greater Cambridge shared planning service - a partnership between South Cambridgeshire District Council, external and Cambridge City Council, external – has published the latest plans for a new suburb on land between the A14, Cambridge North railway station and the Science Park.
Planners say the creation of new homes would reduce the need to commute, with good links to public transport, creating a "low carbon" area.
It would mean relocating Anglian Water's water treatment facility, which has proved too expensive to consider in the past, a spokesman said.
A public consultation will be carried out early next year.
About 10kg of the drug was found in their cabin on the Marco Polo, Portuguese police say.
