Kyle Kelson, 25, was shot in Brocks Drive on 19 June and died a short time later.
On Tuesday Luke Matthews, 28, of Crawley, West Sussex was arrested at an address in Whitstable, Kent.
He has been charged with murder and will appear at Bromley Magistrates’ Court later.
Police were called to Hove Lawns after reports of a large group of young people on Wednesday evening.
A dispersal order was issued and the group left after officers were called to the scene at about 18:30 BST, a spokesman for Sussex Police said.
No arrests were made, he said.
Jo Shiner, the temporary Chief Constable of Sussex Police, said the behaviour was "shocking".
"I would urge young people to think about their behaviour," she tweeted.
Katy Bourne, the police and crime commissioner for Sussex, tweeted: "Putting everyone's lives at risk so selfish minority can 'party' is outrageous."

Thousands of cars caused gridlock on approaches to one of the South East’s most popular beaches on the hottest day of the year so far.
All three car parks at Camber Sands and the overflow field were closed by mid-day on Wednesday as beach-trippers flocked en masse to the East Sussex resort near Rye.
With the hot weather set to continue today, Rother District Council urged people thinking of heading to Camber Sands to think of alternatives, as officials warned people they face hours queuing with no guarantee of securing a parking space.
The council said lives could have been put at risk if there had been an emergency on the beach or in the village.
The local authority said: “The issue is exacerbated by motorists abandoning their cars on roadsides, verges and across residents’ driveways, causing even more congestion.”
A high of 32.6C is recorded at Heathrow, with temperatures likely to rise as the week continues.

East Sussex County Council said: "We are concerned about the number of people who may travel to the beach unaware of the restrictions still in place.
"We would urge those thinking of visiting the area to help us keep people safe by considering whether there is an alternative beach or area they could visit for their day out."
The council said the numbers of people visiting the beach during lockdown had made social distancing "extremely difficult" for visitors, residents and those working on the beach.
There is a particular problem at high tide when the amount of space on the beach is restricted.
High tide will be at about 14:00 BST on Wednesday and 14:30 on Thursday.
Civic leaders in Brighton and Hove have launched a crackdown on people who litter the city's beaches.
Beach cleaning teams have been removing five tonnes of rubbish every day as more people flock to the seafront during lockdown.
In a bid to cut the amount of waste left behind, 40 large signs are now being placed on the seafront calling on people to bin their rubbish or take it home – or face a £150 penalty.
Councillor Anne Pissaridou, chair of the council's Environment, Transport and Sustainability Committee, said: "We hope these signs will be a reminder and a deterrent to people not to drop or leave litter on the seafront.
“Our beach teams work incredibly hard from early morning to late evening removing litter from the beach, but they cannot be on every part of the seven miles of seafront every minute clearing up after people.”

Leader of Worthing Borough Council Daniel Humphreys said that as the hospitality industry prepared to reopen on 4 July, the hotel “has been informed by their insurance underwriter that this agreement can no longer continue”.
Mr Humphries said the council was doing everything it could to support those who had been living in the hotel.
However, he called on the Ministry for Housing, Communities and Local Government to recognise the costs to councils during lockdown, and said the estimated budgetary loss for Worthing stood at about £1.5m.
He said: “We have been left with a significant hole in our budget and an ongoing problem with those we have housed above and beyond our statutory, and funded duty, which continues to put an even greater strain on council finances.”

Hastings Borough Council said "extensive damage" was caused to the conveniences which has now led to some of them being closed for repairs.
Council leader Kim Forward said: “We understand how important it was for residents to have these facilities reopened again so it is incredibly disappointing to see them being damaged.
"We know most people have been patient and respectful of the facilities and guidelines, and we thank you for doing so.
"However, the actions of a few have been completely unacceptable and have now resulted in us having to take limited resource away from essential work to fix and clean up the facilities."
