Govia Thameslink Railway, which runs Southern, external, came out as the worst performer.
A Southern spokesman said: "We fully accept that 78% of trains arriving on time is not good enough and we sincerely apologise to our passengers who have had a tough year.
"We remain committed to improving every aspect of the service, and along with our industry partner Network Rail, we will continue to work hard to deliver the train service that our passengers expect."

Commuters spend more than a tenth of disposable income on annual rail season tickets, a BBC investigation has found.
Figures also show some commuters pay almost 40p per mile of railway while others pay 11p per mile.
