The growth in student housing in Brighton has led to a big rise in complaints to the council’s planning department.
In just nine months, more complaints have been made to Brighton and Hove City Council than in the whole of the previous year.
The council’s head of planning enforcement Robin Hodgetts said that the “proliferation” of shared houses – known as houses in multiple occupation (HMOs) – had become an increasing priority.
The council’s enforcement team received 576 complaints about potential breaches of planning rules in the 2015-16 year, many of which were about student housing.
In the current year – since the start of last April – the team has received 680 complaints.
A man has handed himself in after a pedestrian was hit and killed in Brighton city centre by a car being pursued by police.
The 78-year-old man died last night, after he was hit by a Vauxhall Astra.
Friends of the victim say they're "shocked and numb" at the death of a lovely man.

Hundreds of headteachers in West Sussex have written to MPs warning that the government's latest funding settlement has failed to tackle "extremely bleak" budget shortfalls.
Their letter asks politicians to decide how they should cut spending -- whether to lay off teaching staff, reduce school opening hours, or axe services for pupils.
The Government launched a new schools funding formula last month -- but campaigners in West Sussex told me they're still getting a raw deal.
Planners have given permission for a £19m scheme to build four blocks of flats on a hilltop site in Hove, next to the A27 Brighton bypass.
The 69 flats are for the Court Farm House site at the top of King George VI Avenue, known locally as Snakey Hill.
The site overlooks Toad’s Hole Valley where hundreds more homes are planned along with shops, workspaces, community buildings and a school.
Several members of the Brighton and Hove City Council Planning Committee had concerns about safety issues when they discussed the scheme at Hove Town hall this afternoon.
Although the site faces the South Downs National Park, a report to councillors said that the site would not have an adverse impact.
The developer is being asked for a payment – known as a section 106 contribution – totalling about £420,000. The money is expected to be spent on local schools, safe lighting and transport improvements.

The owner of Southern rail says it will take the union Aslef to the Supreme Court over its industrial action on the train network.
Drivers are continuing a 48-hour strike, with another walkout planned for Friday. Almost all services have been cancelled.
Further strikes by Aslef have been called for 24, 25 and 27 January.
Southern's owner Govia Thameslink Railway (GTR) lost a court case and an appeal last year over halting strikes.
Southern has insisted it will not back down in the dispute over who should open and close train doors.

A 78-year-old man was killed in the collision at the junction Old Steine and St James's Street at around 22:00 GMT.
Police are concerned about the welfare of missing 43-year-old Lucy Cusack from London.
Lucy was visiting her mother in Bexhill over Christmas and took her dog out for a walk in the Middlesex Road area at around 08:30 GMT on Thursday 5 January.
She is known to regularly visit the Galley Hill and town centre areas.
She is described as white, 5’ 3” and of slim build with shoulder length brown hair. She was last seen wearing a navy coat, black dress, black wellington boots and a cream woolly hat.
The dog, a Pug and Shih Tzu cross called Philip, is black and white and is thought to be wearing a multi-coloured collar.

We spoke to one man who witnessed the crash.
Scientists have decoded "dog-directed speech" for the first time, and they say puppies respond to it.
However, the international team of researchers found that adult dogs ignored this kind of speech.
Dr David Reby, a psychologist at the University of Sussex, said the research could lead to better ways for humans to communicate with animals.
"There could be a practical use if we identify in the long term ways to speak to dogs that help and support their acquisition of new commands."

A 33-year-old man handed himself in to police this morning in connection with the collision at the junction Old Steine and St James's Street at around 22:00 GMT.
Police are still appealing for witnesses after a Vauxhall Astra failed to stop for them around 22:00 GMT in the Bear Road area of Brighton.
Officers chased the car towards Brighton where the Vauxhall collided with the 78-year-old pedestrian, who died at the scene. The car didn't stop and was found abandoned soon after on Madeira Drive near Concorde 2.
The 33-year-old man from Brighton has been arrested on suspicion of causing death by dangerous driving, drink driving, failing to stop for police and failing to report an accident. He remains in custody.
The West Sussex-based car manufacturer Rolls-Royce has promised new investment in the county.
It achieved near record sales last year with healthy demand from around the world.
Now Rolls-Royce plans to expand its operation in Bognor Regis.
