Medway Council has raised concerns about new developments having a negative impact on the towns' air quality.
Members of the authority's health and wellbeing board expressed fears about the prospect of further new construction near the A2 at a meeting on Tuesday.
The council's deputy leader, Howard Doe, said his Rainham South ward suffered from major congestion during rush-hour and believes more developments in Swale will worsen the issue.
Mr Doe said there was no space to build a relief road in Rainham, making it vital to work with neighbouring authorities to manage the number of vehicles on the A2 and other main roads.
He said: "When we have a planning application, we have an assessment for air quality but I'm very concerned this area is being overlooked.
"We are walking, almost blindfolded, into a dangerous situation."
Despite air quality across Medway being acceptable as a whole, concentrations of nitrogen dioxide exceed the national target in a number of areas.

An investigation into a Medway health centre is being treated as an isolated incident, according to health bosses.
The Care Quality Commission launched “enforcement action” against St Mary’s Island Surgery earlier this month, although the circumstances surrounding the investigation are still unknown.
Dr Stephen Lawrence, who ran the practice, agreed to relinquish his duties last week.
The surgery remains open to patients.
Medway Clinical Commissioning Group chief operating officer Stuart Jeffrey said he was not aware of any issues at other health centres.
Police disciplinary proceedings will take place before an inquest can resume into the death of a man who was restrained by officers in West Sussex, a coroner's court heard.
A Sussex Police sergeant and four constables were investigated after Duncan Tomlin, 32, was detained and put in a van during a disturbance in Haywards Heath in 2014.
He was taken to hospital after he stopped breathing but died on 29 July.
A pre-inquest review at West Sussex Coroner's Court in Crawley heard the force's disciplinary process was likely to take two or three months to complete.
Assistant coroner Elisabeth Bussey-Jones adjourned the hearing and scheduled another pre-inquest review for 25 June.

A woman's been airlifted to hospital in London following a five-vehicle crash on the M20 this morning.
It happened at junction nine near Ashford on the coast-bound carriageway, around 08:00 GMT, and involved four cars and a lorry.
A 42-year-old man's been arrested on suspicion of dangerous driving.
One lane has now reopened, but the London-bound carriageway remains completely shut as detectives investigate the discovery of a body found on the road around 18:00 GMT last night.

The M20 is still closed London-bound at Ashford, after a body was found on the carriageway around 18:00 GMT last night.
Police had hoped to reopen the stretch between junctions 10 and nine by midday, but detectives from the Kent and Essex Serious Crime Directorate have now been called in to help with the investigation.
The death is being treated as unexplained and officers are appealing for motorists to check dashcams for any sign of a collision, or to get in touch if they were using the motorway last night and experienced anything unusual.
The coast-bound section at junction nine was also closed for a time this morning, after a four-vehicle accident around 08:00 GMT, in which two people were injured.
One of the coast-bound lanes has now reopened.
Passengers for Eurotunnel and ferries from Dover have been affected by the closures.
