    Portuguese Socialist Elisa Ferreira says the measures show that the EU is "following" the OECD in the area of tax avoidance rather than taking the initiative. 

    Green MEP and onetime French presidential candidate Eva Joly says the Commission's package of measures is "not complete", and that she hopes the Parliament can "strengthen" it in the future. 

    She has some critical words for the UK's recent £130m tax deal with Google over back-taxes, which she says is "part of a dynamic which undermines co-operation" on this issue within the EU. 

    Both Labour and the SNP have called on the European Commission to investigate whether the deal contravenes EU state aid rules.

    Debate on EU anti-tax avoidance measures

    That’s the debate about an EU-wide scheme to boost co-operation on tackling undeclared work finished – the vote will take place at lunchtime.

    Next, MEPs are going to be joined by EU Taxation Commissioner Pierre Moscovici to debate new anti-tax avoidance measures announced by the European Commission last week.

    One proposal is for national tax authorities to share information on multinationals among themselves, as agreed in the OECD deal signed by 31 nations on Wednesday.

    The Commission has also proposed measures to block the most common tax avoidance methods, and a proposal for member states to share tax-related information on multinationals in the EU.

    The package of measures includes two directives that will require agreement among all 28 countries before they can come into effect.

    MEPs have to be consulted on the measures, but do not have the legal power to change them.

    UKIP members will decide the final rankings of regional candidates for May's Welsh assembly elections after a row within the party.

    Some local UKIP branches have raised concerns that candidates from outside Wales would be imposed on them.

    UKIP Wales leader Nathan Gill said the decision to give party members the final say was "a great victory".

    Cabinet ministers have been arriving in Downing Street for Tuesday's meeting, where they will discuss the UK's EU renegotiation plan that will be published later. None have been willing to say much - Chris Grayling said he "can't comment, haven't seen the deal yet".

    Boris Johnson has criticised Labour mayoral hopeful Sadiq Khan for "failing to condemn" Saturday's proposed 48-hour strike by RMT workers over the closure of Tube ticket offices. The Mayor of London says he will try his "level best" to keep the capital moving if the walkout goes ahead. The strike is pointless, he claims, as the ticket offices have already closed. He says they are being "reassigned for more valuable purposes", such as coffee shops and click and collect outlets.

    UKIP leader Nigel Farage has said the idea that a "red card" veto for the UK and other national Parliament represents a victory for David Cameron in his EU renegotiations is "frankly ludicrous".

    A cross-party group of MPs has tabled an Early Day Motion in the House of Commons which says it would be “disrespectful” to the May elections to hold a referendum on the EU in June.     Boris Johnson is taking part in his monthly phone-in on LBC. The first question is about Google's taxes, with Mr Johnson saying that changes to the tax system are required and "we need to get more money out of these people". Expect the Mayor of London to be asked about Europe at some stage. Mr Johnson has previously said the UK should not be afraid of contemplating quitting the EU but stopped short of actually backing such a move. Will he firm up his position this morning?

    A Conservative MP has dismissed the proposed changes to the UK's membership of the EU as "trivial". Anne-Marie Trevelyan, the MP for Berwick-upon Tweed, said the idea of the UK Parliament being able to get together with other Parliaments to block EU directives, the so-called "red card" veto, was insufficient and only by quitting the EU could the UK "take back control" of its borders and its democracy.

    The Democracy Movement, which describes itself as a grassroots campaign seeking the UK's exit from the EU, says holding a referendum in June would directly contradict the advice of the Electoral Commission. Stuart Coster, the pressure group's director, says he wants the vote as soon as possible but it has to be conducted in a fair way.
