    Shadow home secretary Andy Burnham has been granted an urgent question on an inquiry in the Orgreave miners clash - set to take place at around 12.35 pm.

    Thousands of miners and police clashed at the Orgreave coking plant in June 1984 in the most violent day of the year-long miners' strike leading to the injury of more than 120 officers and pickets.

    Mr Burnham is looking for clarification on the government's position after Home Office Minister Lord Keen of Elie told the House of Lords last week that no formal decision will be made until the IPPC and CPS decide whether Orgreave material is relevant to ongoing Hillsborough investigations.

    The Green MP Caroline Lucas has a Ten Minute Rule Bill to introduce proportional representation for elections for MPs and reduce the voting age to 16 in all UK elections and referendums.

    This is followed by two opposition day debates: the first, calling on the government to exempt supported housing – provided to disabled and vulnerable people to help them live as independently as possible - from its planned housing benefit cuts.

    Labour’s second motion calls for the scrapping of its previous Charter for Budget Responsibility- which sets out the government’s fiscal and debt management policy - established George Osborne before last year's Autumn Statement.

    The adjournment is on the planning regime for beach huts - led by the Conservative, Christopher Chope.

    The BBC's Norman Smith says Theresa May's first Prime Minister's Questions, from 12:00 BST, is "a big moment for her and it will be unlike anything she has done before".

    Norman tells BBC News "You can get anything and everything thrown at you."

    He thinks that Mrs May took a "rather belligerent" approach to opponents during her opening statement in the Trident debate on Monday.

    After PMQs, Mrs May will travel to Berlin for talks with Angela Merkel. There will be clues to how well, or not, the two have got on at the news conference that is due afterwards.

    After Mrs May met Scottish First Minister Nicola Sturgeon, it seemed that "the two had struck up an OK relationship", Norman adds.

    The prime minister has agreed to give up the UK's role running the European Council which it was due to take up in 2017.

    The UK was due to take-over the six month rotating presidency in July next year.

    However Mrs May has informed the President of the European Council, Donald Tusk, that the British government wants to focus instead on Brexit negotiations.

    Mrs May also told Mr Tusk that Britain wanted to approach the negotiations in "a constructive and pragmatic spirit".

    She also re-iterated that the UK will need time before it triggers Article 50 in order to  "carefully prepare for the negotiations".

    Damian Green, a former Immigration Minister, is asked if the government has abandoned its pledge to bring net migration down to tens of thousands per year.

    The work and pensions secretary tells Victoria Derbyshire that new Home Secretary Amber Rudd has said "she wanted to bring immigration down to sustainable levels".

    But does that mean tens of thousands? "Yes it does," Mr Green replies.

    He adds that immigration "is a numbers game to some extent. If things change too fast, if people's neighbourhoods change... that's when they feel insecure".

    "Employment has gone up in every part of the country," says Work and Pensions Secretary Damian Green. "This is not just a London and south east phenomenon."

    He says Theresa May will meet Germany's Chancellor Merkel later as part of "cracking on with the job of trying to ensure certainty" and "to make Britain open to the whole world, including our former partners in the European Union".

    Mr Green, who supported a vote to Remain in the EU, is reminded that he warned before the referendum that a Leave vote would mean lower growth and a threat to jobs.

    "My side lost the referendum and we've got to get on with the new reality," he tells Victoria Derbyshire. He says he stands by his earlier comments and now ministers have to "look at what could go wrong and stop it happening".
