    According to Dr Rob Dover, University of Leicester's associate professor in intelligence and security, Donald Trump's election "introduces an unusual period of uncertainty into international security and intelligence affairs".

    “The president-elect has cast doubt on the future of NATO, and gone further than any other US president in telling the Europeans that they need to be responsible for their own security," he said.

    He describes the loss or degradation of the US security guarantee makes European governments "vulnerable to an interventionist Russia", with the UK facing challenges from "cyber attacks which have become known as hybrid warfare".

    During a question on migrant workers in Saudi Arabia, several members complain that they cannot hear proceedings because of a loud noise from outside.

    Government chief whip Lord Taylor of Holbeach intervenes to explain that, because the House is sitting early for a Wednesday, "the builders who normally have free run of the place are cleaning some of the stonework outside".

    He proposes that the House adjourns for five minutes while the problem is "sorted out".

    Melania Trump's birthplace in Slovenia is celebrating her husband's victory in the US presidential elections in style, Slovene TV reports. 

    The Mayor of Sevnica, Srecko Ocvirk, is hosting a street party with wine, local delicacies and music by the local folk music band Slavcki - The Nightingales - who performed a tune specially written for Melania Trump. 

    Mayor Ocvirk said "people are coming and going, expressing their happiness", adding that "Melania will now put Sevnica on the world map".

    Celebrities have been reacting to the election of Donald Trump as US president, with many in showbusiness shocked at the outcome of the vote.

    Singer Cher said, external "the world will never be the same", while pop star Ariana Grande said, external she was "in tears".

    Others remained more upbeat, with Madonna tweeting, external: "We never give up".

    But his supporters were celebrating, including actor Stephen Baldwin, who tweeted, externalthat he was "proud to have been part of such amazing history".

    Actor Steven Seagal wrote, external: "Congratulations @realDonaldTrump for your stunning victory over your opponent! Looking forward to making America great again!"

    Irish premier Enda Kenny has said he is confident relations between Ireland and the US will continue to prosper under Donald Trump's leadership.

    The Taoiseach vowed to work with the new administration in Washington "in the cause of international peace and security".

    She began the 2016 race as the favourite and by far the most experienced candidate. But no amount of meticulous planning could have prepared her for what turned into perhaps the most turbulent campaign in US political history.

    Mrs Clinton became the target of not one, but two, populist candidates both trying to destroy her. She stood at the middle of a perfect storm as Bernie Sanders attacked from the left, and Donald Trump from the right.

    Russian president Vladimir Putin has made his first official statement on Trump's win.

    Via spokesman Dmitry Peskov, he said: "Trump's first statements give us hope that steps towards improving relations between the USA and Russia are possible."

    "The US election result does not mean that all contentious issues in relations between Moscow and Washington will be resolved. The main thing is the intention to resolve them through dialogue."

    Russia was widely thought to have been supporting Trump during the election campaign. US officials say they believe state-sponsored Russian hackers were behind a leak of emails from the Democratic National Committee which damaged Hillary Clinton's campaign.

    Trump praised Putin, during the campaign, saying he was glad to have been praised by the Russian leader.

    UK and European markets are taking stock after initial falls following Donald Trump's election victory.

    The FTSE 100 index fell 1.4% in early trading before recovering to trade flat at 6,838 points.

    Other major European stock markets edged lower, with money flowing into safe haven stocks, gold and currencies including the yen.

    Traders had expected Hillary Clinton to beat Mr Trump to become the next US president.

    France's Cac index and Germany's Dax are each down about 1% after heavier falls at the start of trading.
