    Theresa May's speech will be remembered less for what she said in her closing conference address and more for her failing voice, BBC assistant political editor Norman Smith has said.

    The speech "was marked by an extraordinary protest" after a prankster handed Mrs May a P45, telling her that "Boris [Johnson] asked me to give you this", Norman told BBC Radio 4's World at One.

    He said there were two key policy announcements in the speech - a pledge to cap energy bills and plans to reignite home ownership.

    Katie Perrior, the prime minister's former director of communications, said her heart was in her hands following Theresa May's difficulties with her voice and a heckler during her speech.

    "I feel desperately sorry for Theresa May right now - she does not deserve this," she told BBC2's Daily Politics.

    The prime minister carried out 26 TV interviews on Tuesday, she said, adding that members of the cabinet were visibly concerned about her losing her voice.

    "She pretty much cried when she hugged her husband," Ms Perrior said. "But she is made of strong stuff."

    On housing, Theresa May says the Tories introduced Help to Buy but "the election result shows that is not nearly enough".

    There will be another £10bn for Help to Buy and an additonal £2bn for affordable housing, taking the budget to over £9bn.

    And, "where need is greatest", new homes for social rent at below market rates, "getting government back into the business of building houses".

    Mrs May adds that it is her mission to solve this problem and she will take personal charge.

    And she tells developers that government will make the land available and they must build the homes people need.

    Theresa May says there will be a review of student financing.

    The government has scrapped a tuition fees increase and will raise the income level for repayments to £25,000

    "While we are in favour of free markets, we will always take action to fix them when they're broken," the prime minister says.

    The party will keep its manifesto commitment to an energy price cap, bringing "an end to rip off energy prices once and for all", she adds.
