    Alistair Carmichael, Liberal Democrat spokesperson for Northern Ireland, says "it's pretty clear that this won't make it through the Commons".

    The FCA, by the way, is the facilitated customs arrangement - would have seen the UK collect some EU tariffs on behalf of Brussels in a bid to ensure frictionless trade in goods and to avoid a hard border in Northern Ireland. It was divisive to say the least.

    Finland's PM Juha Sipila tweeted: "The British government approved a negotiated follow-up to the Brexit settlement.

    "The step is important but decisions on both sides are still needed for final agreement.

    Dutch foreign minister Stef Blok wrote on Twitter: "It is a good step that a draft agreement has been reached by the negotiators.

    "The Netherlands and the other EU 27 Member States will now examine the draft texts, including the political Declaration, accurately.

    "Special attention will be paid to the agreements on the level playing field and fisheries."
