    • After a five-hour meeting, cabinet agrees to back the draft Brexit agreement presented by Theresa May
    • Mrs May says it's the best that could be negotiated
    • But it emerges that around 10 ministers spoke out against the agreement during the meeting, including Jeremy Hunt, Sajid Javid, Esther McVey and Andrea Leadsom
    • Dominic Raab, the Brexit Secretary, is said to have supported it with "a heavy heart"
    • Brussels agrees "definitive progress" has been made and the process can move on to the next step - a special summit of EU leaders later this month

    The BBC's Europe correspondent Damian Grammaticas says there's been a shift in tone from Michel Barnier, the EU's chief Brexit negotiator.

    He says Mr Barnier, in his statement just a short time ago, stressed how vital it is that the agreement will secure rights for citizens and businesses.

    "That's the message to anyone in the UK: all of this is tied up in it. There's so much uncertainty you could have if this is voted down."

    The BBC has been told that although the cabinet ultimately agreed a collective decision to back the withdrawal agreement, nine ministers spoke against it and two more seemed reluctant to sign up.

    They include Liam Fox, Jeremy Hunt, Gavin Williamson, Penny Mordaunt, Sajid Javid, Andrea Leadsom, Baroness Evans and Chris Grayling.

    The Brexit Secretary, Dominic Raab, is understood to have had had a "heavy heart", but not to have spoken against the deal. The Scottish Secretary, David Mundell, is also said to have had serious doubts, described as "wavering".

    There were key interventions by Brexiteers Michael Gove and Geoffrey Cox, the attorney general, who backed Mrs May's plan. It's said if they had rejected it then the cabinet might not have been able to come to a collective position.

    The draft deal was not pushed to a formal vote, despite a request from Esther McVey to record the decision. Penny Mordaunt is understood to have a made an argument for a free vote in Parliament when the final deal comes to the House.

    Citizens’ Rights

    ● Protects the rights of more than three million EU citizens living in the UK and around one million UK nationals living in the EU.

    Implementation period
