    Jim Pickard, chief political correspondent for the Financial Times, tells the PM programme he is "instinctively hostile towards the civil service.

    "He sees it as a big, lumbering, bureaucratic, monster that stands in the way of clever ideas like his.

    "I have some contacts in the Vote Leave campaign - they are really, really loyal to Dominic Cummings. They genuinely think the guy is a genius.

    "They think he's brilliant - they don't think he's misunderstood because they do notice he's incredibly rude and abrasive to a lot of the people around him."

    Boris Johnson has used his first speech as prime minister to make a series of spending promises as part of his plan "to take decisions...to change the country for the better".

    Speaking in Downing Street, after taking over from Theresa May as Conservative leader, he outlined pledges including more police and full-fibre broadband across the UK. He also signalled tax changes.

    Jeremy Corbyn has said Boris Johnson will be unable to honour his commitment to deliver Brexit by the end of October.

    "I don't see how he can," the Labour leader he said.

    "All he did today was a lot of bluff about delivering it and a whole load of stuff about the social issues in Britain - of which there are serious problems, most of which he was party to the the creation of.

    "He has then offered tax cuts to the very richest which isn't going to solve any of the problems he outlined.
