• a) that 76 per cent of Welsh speakers are of the opinion that public organisations' Welsh-language services are improving;
• b) that 57 per cent of people believe that opportunities to use the Welsh language are increasing;
• c) an increase from 50 per cent in 2015-16 to 96 per cent in 2016-17 in the number of telephone services where a language choice is offered as default; and
• d) an increase from 32 per cent in 2015-16 to 45 per cent in 2016-17 in the number of councils that provide every page on their website in Welsh.

UKIP's Neil Hamilton says he hopes Eluned Morgan will follow Alun Davies' example, as Mr Hamilton sees it, of having "far more emphasis on carrots than sticks".

Conservative Suzy Davies says the Welsh Language Commissioner has "missed an opportunity" to draw attention to her achievements.

The annual report is "not a place to be shy", she adds.

Sally Holland's report says that child poverty is "probably the greatest challenge facing the Welsh Government".

She says the Welsh Government "should use all available levers to alleviate child poverty, including the use of new tax raising powers.

"It should support local authorities to offer further relief in specific areas known to cause pressure on the poorest families, including holiday hunger, school uniform costs and high domestic fuel bills".

Yesterday Children's Commissioner for Wales Dr Sally Holland said it was "vital" that young people in Gwynedd continued to access extra-curricular learning.

She was responding to news that all youth clubs in Gwynedd could be axed as the council tries to save about £270,000 from its budget.

The report is entitled ‘A Year of Change’ and the commissioner Sally Holland frames the current policy discussion by saying "Brexit, elections and political infighting have dominated the news headlines this year". She goes on to say:

"I think I would be underselling it if I said that this year has been a year of change. Unprecedented would probably be a better description".
