Conservative AM Paul Davies says Carl Sargeant "oozed a 'cheeky chappy' attitude".
But he also describes him as "a serious and committed politician" who "understood people".
Local Government Secretary Alun Davies says Carl Sargeant "would always be there as a friend", adding: "Whenever I think of Carl, I think of that smile."
"He cared deeply and had deep convictions of fair play and social justice", he says.
Deputy Presiding Officer Ann Jones says Carl Sargeant "never, ever held a grudge".
"He was, above all, still a man of his community," she says.
Ken Skates, AM for Clwyd South, says Carl Sargeant was "full of charisma and love of life".
Addressing Mr Sargeant directly, he says: "There is only one more door you must knock on, but on behalf of all those whose doors were opened and whose hearts were opened to you, you take care."
Lesley Griffiths, AM for Wrexham, says Carl Sargeant was "an amazing politician" with a "wicked sense of humour".
She says he "achieved so much" and was "one of the most generous people I ever met".
"He was my best comrade and friend," Ms Griffiths adds.
UKIP leader Neil Hamilton says he is "saddened beyond measure" by Mr Sargeant's death, and describes him as "a civilised and decent man".
"Wales has lost a devoted son," he concludes.
Plaid Cymru leader Leanne Wood pays tribute to Mr Sargeant's "rootedness and his authenticity".
He "could never be accused of being out of touch", she adds.
Conservative leader Andrew RT Davies says: "Carl was a character but a serious individual who knew what his role was in this institution - to speak for the people of Alyn and Deeside and for the people the length and breadth of Wales who didn't have a voice.
"He is one of the most genuine men I had the privilege to meet".
Mr Jones says that "in all the years I knew him we never had a cross word".
He adds that Carl Sargeant's "particular talents came to the fore" when he was chief whip, and skilled at "gentle berating".
Mr Sargeant was "firm but fun", the first minister says.
First Minister Carwyn Jones begins by saying that Carl Sargeant's family have suffered an "unbearable loss and a deep trauma".
"I can't begin to imagine what they are going through".

Presiding Officer Elin Jones begins proceedings by saying Mr Sargeant's death has "shaken us to our core".
"On behalf of the assembly I extend our deepest sympathy to Carl's family," she says.
She then invites assembly members and staff around the building to observe a minute's silence which starts and ends with the Senedd bell.

Tributes will be paid to former Welsh Labour minister Carl Sargeant in the Senedd at 1230 as assembly business resumes following his death.
Mr Sargeant was found dead last Tuesday, four days after he was sacked as communities secretary by First Minister Carwyn Jones, pending an investigation into allegations of "unwanted attention, inappropriate touching or groping" towards women.
An independent inquiry is to look at how the first minister handled the issue.
An inquest was opened and adjourned on Monday - it heard the provisional cause of Mr Sargeant's death was hanging.
