    The discovery was made by the crew of the Telstar at about 12:00 on Sunday and led to a police cordon at Arbroath harbour while officers investigated.

    The identity of the woman will not be released by police until her next of kin has been informed. The Coastguard and RNLI conducted a search on Saturday after reports of concerns for a missing person.

    Two suspects wearing hoodies, gloves and scarves covering their faces were involved in incidents at convenience stores on Main Street, Ormiston on Wednesday 23 March, and two days later on Peebles Road, Innerleithen.

    Two further incidents occurred late on Thursday 7 April at a petrol station on Melrose Road, Galashiels and a few hours later at a convenience store in Earlston.

    Glass windows were smashed and the suspects stole cigarettes.

    Det Sgt Adrian Dixon, of Galashiels Police Station, said: "We believe these incidents may be linked, and we're asking anyone who remembers seeing two people around that time matching those descriptions to contact us."

    About 62% of homes across Scotland are "unhealthily cold", new estimates have suggested.

    A coalition of groups is asking for a commitment to make all homes energy category C standard by 2025.

    About 1,482,000 homes in Scotland are rated below C, which is the minimum level of warmth needed to reduce the risk of death and ill health.

    More than 50 major civil society and business organisations have signed a joint-statement calling for the next Scottish government to make a commitment that "No one in Scotland is living in a hard-to-heat, draughty home, by 2025."

    "There is a question mark there around building control and how that was applied. Of greater concern to us is the ongoing issue of maintenance contracts and their impact on education budgets."

    The new pitch will be laid free of charge in time for next weekend's Scottish Cup semi-finals.

    A new surface was installed last month ahead of Ross County's League Cup final win over Hibernian.

    But the grass was in poor condition for Rangers' Challenge Cup final victory against Peterhead on Sunday.

    Rangers return to meet Celtic at the national stadium next Sunday, the day after Hibernian take on Dundee United.

    The replacement pitch process begins today and will be completed by Tuesday.

    The overnight cloudy and damp weather across the north east and for the Northern Isles clearing to allow some breaks and some brighter spells at times, especially across Shetland with lighter winds here. Highs of 8Cor 9C here

    Meanwhile an area of rain pushes across the far south west, into Galloway, Kintyre and Islay during the morning - this rain then pushes southwestwards again to leave a drier and brighter afternoon with the best of the temperatures here - reaching 14C or 15C, maybe up to 16C for Stranraer and Wester Ross.

    The best of the brightness will be across the north west with some sunshine and highs up to 14C or 15C across Skye, the west coast and the Western Isles, although with a strong northeasterly wind at times.

    Across Glasgow and the Central Belt it looks to stay quite cloudy, with a brisk easterly wind making things feel cooler here with highs of only 9C or 10C.

    Council chief executive Mr Kerr said: "We expect some parts of some schools to be considered for re-opening this week."

    Mr Kerr was asked whether he believed the Public Private Partnership financial model was at the root of the problem, with previous criticisms that it provides poor value for money for the taxpayer.

    "I don't believe so, I think this is a construction problem," he said. "However, until we've had all the surveys done we can't be sure of the problem.

    "We need to investigate what exactly the financial arrangements were. 

    "The schools themselves have proven good value for money over the years. It remains to be seen if the contract as a result of these contractual problems remain so. At the moment we have good-standard schools."

    "We are very confident that is the case," Andrew Kerr told BBC Radio's Good Morning Scotland. "We will make contingency arrangements and alternatives to allow that to happen.

    "We are getting lots of offers of help from our partners in the city, from universities, from other local authorities, and from the Scottish government. Edinburgh is pulling together to make sure this happens properly.

    "Edinburgh Partnership have admitted they have a financial responsibility for this and I welcome that. However, that's not our priority at the moment, it's the health and safety of our pupils and ensuring that we've got the right arrangements for both the parents and pupils."

    City of Edinburgh Council chief executive Andrew Kerr also said that although not all the schools have been surveyed yet, it appeared to be a similar problem in all the buildings they have looked at so far. 

    He said: "What we have to do is wait until we see the full results of the surveys so we can fully understand the problem and make sure we're both resolving the problem quickly and decisively and more importantly safely," he continued.

    City of Edinburgh Council chief executive Andrew Kerr told BBC Radio's Good Morning Scotland programme: "It is an engineering problem that has been discovered. We found the last problem on Friday afternoon, we were unable to have the time to put contingency arrangements in place to ensure pupils could continue their education."

    He said they can put contingency plans in place now and that these started on Friday. These will be in place in some of the schools by the end of Tuesday, but he could not give an answer on when this would be in place in all the schools.

    Engineers in Edinburgh are carrying out detailed structural surveys at 17 schools which have been shut because of safety concerns.

    Education Secretary Angela Constance told BBC Radio's Good Morning Scotland programme: "I want to reassure parents that the safety of pupils is paramount.
