    The deputy first minister suggests watching Scottish Tory leader Douglas Ross explain how to pay for a third lane on the M8 "was something of quite awesome and legendary incompetence".

    On the decision to install Mr Ross as leader, John Swinney tells the party: "Thank you for making our task much easier to defeat them at the forthcoming elections."

    Turning to the programme for government itself, he says there were three major themes: the national care service; housing; and education.

    Finally on a possible referendum, he says he looks forward to arguing that it is time for Scotland to become independent.

    Donald Cameron argues: "In this programme for government there have been many missed opportunities."

    "Missed opportunities for small business, missed opportunities for job creation and missed opportunities to ease the burden faced by our NHS."

    The Tory MSP says his party of course can't support the announcement of another independence referendum.

    A second independence referendum is the last thing on people's minds he insists, saying it is "shameful" that this government thinks drawing up another referendum bill is a priority, he adds.

    Labour MSP Monica Lennon says the creation of a national care service is a "necessary and welcome move".

    It would ensure there is no postcode lottery in the levels of care and that there is enough resource in the system to ensure everyone is treated with dignity, she says.

    Ms Lennon says there needs to be more support for the health and care charities who often help with research, and for residential rehabilitation services.

    "This year will continue to be a challenge for everyone. We must not allow entrenched views on the constitution to distract and deflect from our duties," she concludes.

    Andy Wightman says we must deal with the challenges from the pandemic, but also with significant underlying issues it has exposed like inequality, precarious work and insecure or unaffordable housing.

    The Scottish Green MSP says investment should be going to communities and local authorities, not private individuals or companies.

    He warns tenants are facing hardships and reduced incomes and it helps no-one if they lose their home.

    Mr Wightman welcomes the Tenant Hardship Fund, "but a loan to pay rent is still debt".

    He calls for conditions to be put on the tenant loan fund that there will be no evictions for those in receipt of it.

    The Green MSP says the tribunal has issued 28 eviction orders in just one week and he calls for a winter eviction ban as in France.

  7. We should be tackling pre-Covid 'crises' says Lib Dempublished at 17:07 British Summer Time 2 September 2020

    Closing for the Lib Dems, Beatrice Wishart says a Scotland-wide "tech revolution" is an exciting prospect but she highlights some communities do not yet get a "basic" broadband service.

    The state of education in Scotland has been a constant source of emails from concerned constituents, she tells the chamber via video link.

    She also expresses concern about child mental health services, saying the government has not addressed the "crisis".

    We should not just be talking about recovering from the coronavirus crisis, we should be talking about recovering from the crises in play before the pandemic hit she concludes.

    • A £25m fund to provide retraining opportunities for 10,000 people who have lost their jobs or are at risk of doing so

    This programme is first of all a response to the health and economic crises caused by Covid-19.

    A youth guarantee of education, training or employment for young people is the centrepiece of action on jobs.

    A review of adult social care with the promise to create a National Care Service is an eye-catching commitment for older people, worst-hit by the pandemic.

    That reform would probably take years to fulfil - which highlights another key thing about today’s programme.

    It is a pre-election package.

    With a Holyrood vote due in May 2021, the first minister is also indicating what she would do if returned to office.

    That includes pushing for another independence referendum, with a draft bill setting out the proposed timetable and question to be published soon.

    The Scottish Parliament elections are expected in about eight months so the programme for government did not contain much new legislation

    The four new bills are:

    • Budget Bill
    • Domestic Abuse Bill - it would introduce emergency orders designed to protect people who are at risk of domestic abuse
    • The United Nations Convention on the Rights of the Child (Incorporation) Bill - The bill will mean public authorities must consistently act to uphold the rights of all children in Scotland
    • University of St. Andrews (Degrees in Medicine and Dentistry) - The bill will remove a legislative prohibition which currently prevents the University of St. Andrews from awarding medical and dentistry degrees
  13. Lib Dem MSP criticises plan for draft referendum billpublished at 16:34 British Summer Time 2 September 2020

    Alex Cole-Hamilton says economic support measures like the furlough scheme were only possible due to the "broad shoulders" of the UK economy.

    The Lib Dem MSP criticises the suggestion an independent Scotland would have been able to continue such a scheme, "as if borrowing impediments of a fledgling nation with no central bank and no control of its own currency were of little concern."

    He says there was nothing in the programme for government for the entrepreneurs or businesses on the backs of whom the economic recovery will be built.

    We have nearly a million people on the edge of lockdown in the west of Scotland right now and we should be gearing up to help them right now, he argues.

    Mr Cole-Hamilton lambastes the government for using time to work on a draft referendum bill while a slate of other legislation was postponed due to the coronavirus crisis.

    Patrick Harvie warns the government's road building programme is not sustainable, as it will make pollution and congestion worse.

    The Scottish Greens co-leader argues the youth guarantee has been needed since before the pandemic and warns it should not lead to pressure to do unpaid work.

    He turns his party's call for a green new deal and insists change must come with a determination to transform and reboot the old broken economic system.

    He is concerned the £100m green jobs fund is stretched over five years and he warns against the risk of not maximising quality green jobs with too small a budget.

    Mr Harvie calls on the government to do more on energy efficiency and warns against building gas-guzzling homes now, that need to be retrofitted later.

    It comes as no surprise that Mr Harvie welcomes the bill on a referendum for independence, including details on timing.

    Richard Leonard criticises the government for setting up "another working group" rather than getting on with the job of building a national care service.

    Referring back to a quote from Nicola Sturgeon in 2017 about making Scotland the best place to grow old, the Labour MSP suggests the Scottish government has failed in this mission.

    "All around us, a massive economic and unemployment crisis is unfolding. Workers fear for their jobs. Families fear for their incomes," begins the Scottish Labour leader.

    But Mr Leonard adds he is hopeful for the future as the debate has shifted, for example on the creation of a national care service.

    He calls for the youth guarantee to be built on a "quality platform" of a real living wage, and for levers to be used to support disabled young people in particular.

    The Scottish Labour leader goes on to call for a job guarantee for all, noting many over 24s are now out of work - and are disproportionately women.

    Mr Fraser argues that if you want to see a comprehensive plan to build Scotland's economy, you have to look at Power Up Scotland.

    This 36-page report from his party was published on Monday and calls for "massive" investment in transport infrastructure including widening the M8 to three lanes.

    Mr Fraser calls for the following emergency measures to be delivered in the next 12 months:

    • Scottish Job Security Councils
    • a Hardship Support Fund for businesses
    • a Town Centre Rescue Plan
    • Community Right to Buy Schemes
    • a Scotland-first procurement strategy
    • new rural growth deals

    He calls for more work in the long term to improve Scotland's exports and a massive acceleration in infrastructure.

    "What we need to see is an unrelenting focus on the economy, if we are to avoid a deep recession and high unemployment," says Murdo Fraser.

    The Scottish Conservative MSP goes on to say the substantive posts in the programme for government do not amount to much of a comprehensive plan.

    He argues: "We saw a piecemeal range of initiatives, some new, some simply re-announced, without any clear thread."

    "Frankly, there was little here that was new."

    He stresses the need to grow the digital economy, pointing out the R100 programme has been delayed.
