    Mr Robertson stresses early intervention is crucial and praises the dedication and commitment of NHS staff.

    The Scottish government is fully committed to further dialogue and to seeking ways of improving and achieving a qualitative eating disorder service in Scotland, says Mr Robertson. 

    He says he is looking forward to the 2016 Eating Disorders Conference at the Parliament on 26 February 2016.

    Mr Robertson uses his motion to highlight Eating Disorder Awareness Week 2016 and the progress in mental health services throughout Scotland over the last five years. 

    The SNP MSP says eating disorders are recognised as mental health conditions but that there is still more to be done to prevent deaths. 

    He welcomes the increasingly open dialogue about the complexities of eating disorders and the Scottish government's additional mental health spending.

    Labour MSP Jackie Baillie says: "There needs to be stability and certainty and not chop and change."

    Ms Baillie says tomorrow the budget will be decided apon, but the UK government's approach will not be known until mid-March.

    She says she accepts the supplement will help protect people from second home owners but there are unintended consequences.   

    Ms Baillie says her party will support the general principles of the bill at decision time.

    Following the deal being agreed, Secretary of State for Scotland David Mundell said he was "very pleased".

    He added: "This is a genuinely significant moment in the Scottish Parliament’s history, as this agreement will enable it to take on unprecedented new powers and responsibilities, and to become more accountable.

    Finance Committee Convener Kenneth Gibson says the committee heard mixed views on the impact of the bill on first time buyers.

    Mr Gibson says the committee considered these views and were also focused on maintaining housing stock levels.

    The SNP MSP says a grace period should be delivered and he is glad to hear this will be considered.

    He says it is essential that the impact of this bill is closely monitored.

    He will ask Revenue Scotland to monitor the situation and deicide on a grace period thereafter.

    Last December Finance Secretary John Swinney announced an extra charge for people buying second homes and buy-to-let landlords. 

    Delivering his budget, Mr Swinney said there would be an additional supplement of 3% of the purchase price of the property, on top of the existing Land and Buildings Transaction Tax (LBTT).

    The move follows a similar announcement by the UK chancellor last month. The Land and Buildings Transaction Tax (LBTT) replaced UK stamp duty in April. 

    According to the Scottish Fiscal Commission, the official watchdog of the Scottish government's tax and spending plans, the supplement on LBTT will affect between 8,500 and 12,500 transactions each year, and could raise between £19m and £27m.

    It warned, however, that it is hard to forecast the impact in the first year, as sales may be brought forward to the current financial year to avoid the new tax.

    The legislation will amend the Land and Buildings Transaction Tax (Scotland) Act 2013 to make provision about an additional amount of tax to be chargeable in respect of certain transactions relating to dwellings.

    UK Chancellor George Osborne said "We have secured a stronger Scotland in a stronger in a stronger UK. It delivers on the vow we made to the people of Scotland.

    "It is fair to the taxpayers of all of the UK and it gives Scotland one of the most powerful devolved parliaments in the world. 

    "I think the debate will now shift from whether Scotland has these tax and spending powers to how these tax and spending powers are used for the benefit of the Scottish people."
