    The Scottish government's budget for the coming year was approved by MSPs.

    It was passed by 64 votes to 57.

    Finance Secretary John Swinney rejected renewed calls from Labour and the Liberal Democrats for a penny rise in income tax to avoid local government cuts. 

    Mr Swinney announced an extra £80m  of spending on educational attainment over the next three years.

    Labour MSP Alex Rowley says it is important to look at all 40 of the Fairer Fife Commission's recommendations and decide how they need to be implemented and by whom.

    He says the fact there are 75,000 people living in poverty in Fife needs to be addressed and poverty is growing.

    Mr Rowley points to the rise in the number of foodbanks as the absolute evidence that absolute poverty is there across Scotland.

    SNP MSP Roderick Campbell says one of the great problems today in many western countries is the gap between the rich and poor and it is getting wider.

    Ms Baxter highlights Fife Council's commitment to addressing poverty and acknowledges the commissioners and everyone who gave evidence to or participated in the process. 

    The recommendation that outcomes should be delivered that will allow residents to be able to live good lives, make choices and reach their full potential and let children be safe, happy and healthy, is welcomed by the MSP. 

    She acknowledges all of the commission's 40 recommendations for a fairer Fife, which it listed under the headings, ambitious, poverty-free, fair-work, affordable, connected, empowered, skilled and healthier.

    Ms Baxter uses her motion to highlight the Fairer Fife Commission report, Fairness Matters, external, which was launched on 30 November 2015 at the Cottage Family Centre in Kirkcaldy. 

    The Mid Scotland and Fife MSP says the commission was established by Fife Council in September 2014 and is independent of the council and its partners. 

    The Labour MSP says its remit was to take a strategic overview of the scale, scope and nature of poverty in Fife, to review the effectiveness of the activity being carried out to address this and to report with recommendations to the local authority and the Fife Partnership by November 2015.

    Mr Swinney says there is a cash reduction in the local government budget of £500m.
