    Mr Harvie says the measure could raise £250m a year and send a strong message to people who hoard vacant or derelict land.

    The Scottish Green Party co-convener says this is an entirely reasonable measure to raise local revenue.

    The SNP MSP says he wishes to link the issue of sporting deer forest rates to deer management.

    Mr Russell says deer management must be taken into account when the rates of deer forest rates are set.

    Mr Wheelhouse says the government's position remains that it would not be appropriate to back Ms Boyack's amendments today.

    The minister says the government, if reelected, will look at CSO's after the next election.

    Ms Boyack says she will withdraw her amendment, following that reassurance.

    The minister says the exclusion of types of land would restrict communities in their right to buy. 

    However, Mr Wheelhouse says he is happy to support Mr Thompson's amendment.

    SNP MSP Mike Russell says his amendment seeks reassurance that there will be significant protection in the bill to prevent unintended consequences from the right to buy.

    Mr Russell says Aileen McLeod has done an "absolutely wonderful job on this bill" and it is a pity she is not well.

    He calls on Mr Wheelhouse to provide the reassurance that he is looking for.
