    MSPs will hold a minute's silence in the chamber, after time for reflection, in memory of those killed in the Florida nightclub shooting.

    US authorities say gunman Omar Mateen pledged allegiance to so-called Islamic State shortly before the attack at a gay club in Orlando on Sunday.

    Hundreds of people attended a vigil in Glasgow on Monday evening to show solidarity with the victims, a further vigil will be held in Edinburgh on Wednesday evening.

    The rainbow Pride flag was flown over the Scottish government's headquarters.

    The attack at the Pulse nightclub, in which 49 people were killed and 53 injured, is the deadliest mass shooting in recent US history. It ended when police shot Mateen dead.

    On Monday, flags at Holyrood were flown at half mast as a mark of respect.

    Conservative MSP John Scott begins by discussing Common Agricultural Policy (Direct Payments etc.) (Scotland) Amendment (No. 2) Regulations 2016 (SSI 2016/178), external.

    Delegated Powers and Law Reform Committee

    Mr Scott points out that the instrument fails to comply with the regulations as it does not allow 28 days before coming into force.

    The committee agrees to draw the parliament's attention to this.

    It agrees to accept the failure to comply is acceptable in the circumstances.

  16. Background: CAP minor legislationpublished at 09:55 British Summer Time 14 June 2016

    The Common Agricultural Policy (Direct Payments etc.) (Scotland) Amendment (No. 2) Regulations 2016, external was made by the Scottish Ministers under section 2(2) of the European Communities Act 1972, external on 17 May 2016. 

    It was laid before the Scottish Parliament on the same date and it came into force on 18 May 2016. 

    Hay bail covered in frost

    The European Commission instrument enabling the extension of the deadlines for applications under the Common Agricultural Policy direct payments scheme came into force only on Friday 13 May 2016  

    The Scottish government sought to make, lay and bring into force this instrument as soon as possible after that date, especially given that the existing deadlines in SSI 2015/58 expire on 16 May for 2016. 

    The regulations changed the final date for submission of a single application, aid application or payment claim to 15th June 2016.
