  1. Government 'regrets' breach of laying requirements in relation to CAP payments minor legislationpublished at 09:54 British Summer Time 14 June 2016

    The Scottish government has written to the presiding officer, with regret, to explain the breach of laying requirements in relation to the CAP minor legislation. 

    In section 28(2) of the Interpretation and Legislative Reform (Scotland)Act 2010 (ILRA) , external28 days should be allowed between laying and bringing into force the provisions of minor legislation.

    When this is not possible a letter explaining the reasons must be sent to the presiding officer. 

    The government has said that failure to comply with the laying requirements does not affect the validity of the minor legislation or the ability of Parliament to scrutinise and report on it.

    It also said that it regrets this action had to be taken so early in the parliamentary session and in advance of the establishment of the parliament’s committee structure. 

    It was however deemed the most appropriate action to bring this particular minor legislation into force on 18 May 2016 by the government.

    MSPs are to hold a minute's silence in the chamber, after time for reflection, in memory of those killed in the Florida nightclub shooting.

    Topical questions begins by focusing on what action needs to be taken to tackle hate crime against LGBTI people.

    This follows the tragedy in Orlando where 49 people were killed in a gun attack on a gay club.

    This week sees the return of the committees to Holyrood, as they select their conveners and ponder their work load.   

    First up this morning we'll bring you coverage of the first Delegated Powers and Law Reform committee this session as they select their convener and consider minor legislation including an extension of the deadline for applications to CAP farm subsidy payments.

    There will also be a question about reports of concerns about individual's privacy about the surveillance activities of the Scottish Recording Centre.

    This will be followed by a ministerial statement on the Greenhouse Gas Inventory 2014.

    The Scottish government will then lead a debate on Scotland's colleges and universities.

    Finally Labour MSP Iain Gray will use this afternoon's member's debate to highlight the closure of an RBS branch in Prestonpans,
