    It notes "deep concern" about potential loss of access to the single market after the UK leaves the European Union.

    However, the committee also noted that fishing leaders viewed Brexit as an "opportunity".

    The first minister says the way Article 50 is triggered may end up in the Supreme Court.

    Ms Sturgeon says in her view there may be a court decision which says the UK Parliament must have a vote to trigger Article 50.

    Michael Russell has been appointed as the Scottish government's new minister with responsibility for Brexit negotiations with the UK government.

    It said Mr Russell would lead the Scottish government's negotiations with Westminster over "our future relationship with the EU".

    Mr Russell has been given the title of Minister for UK Negotiations on Scotland's Place in Europe.

    He has previously held the environment, culture and education briefs.

    But he has been out of the Scottish cabinet since Nicola Sturgeon replaced Alex Salmond as first minister in November 2014.

    Scottish Conservative leader Ruth Davidson urged the Scottish government to focus on stabilising the country in the wake of the Brexit vote.

    She said it needed to focus on stability and "get back to the day job".

    Nicola Sturgeon has offered to form a "coalition" with like-minded UK government ministers who want Britain to stay in the European single market.

    David Mundell said Scotland's interests would be closely pursued by the UK government in Brexit negotiations.

    Theresa May has said formal EU Brexit talks will not begin until 2017.

    Speaking at the weekend the prime minister warned of "difficult times" aheadas Britain leaves the European Union but said the process would not be "kicked into the long grass".

    EU Commission President Jean-Claude Juncker has said the bloc is not at risk from Brexit, in his first State of the Union address since the UK's unexpected vote to leave the EU.

    And he warned the UK that it could not expect access to the EU's internal market without free movement of people. There could be no "a la carte access".

    Mr Juncker also called for the formation of a common military force.

    "We must have a European headquarters," he added.

    The UK has always resisted the idea of a so-called EU army because of the potential conflict of interest with Nato. But its decision to leave the bloc has given added impetus to plans for greater defence co-operation.
