    The Scottish government motion on local tax as amended by the Conservative is agreed to with 63 MSPs voting for it and with 63 against.

    As the vote is tied, say Presiding Officer Ken Macintosh, casts against the motion in line with his predecessors.

    The Scottish government has ordered an independent review of undercover policing in Scotland.

    Justice Secretary Michael Matheson has directed Her Majesty's Inspectorate of Constabulary in Scotland to investigate the actions of undercover officers.

    A review is ongoing in England and Wales, but the UK government has refused to extend it to Scotland, leaving Mr Matheson "disappointed".

    Victims of police spying had called for a Scottish inquiry to be set up.

    Holyrood's parties had been united in calling for an extension to the Pitchford Inquiry, which was set up in England and Wales to investigate allegations of misconduct by undercover officers.

    There are allegations that undercover Metropolitan Police officers had fathered children and caused miscarriages of justice, with claims of this activity extending to Scotland.

    Labour MSP Neil Findlay says there should be a full public inquiry into undercover policing and what has been announced by the justice secretary is not a public inquiry.

    Mr Findlay asks if the presiding officer can ensure Michael Matheson comes and gives a statement to the chamber, 

    He says these are clearly questions that need to be put to the government and he asks the government to take cognisance of the questions.

    Pressure is mounting on Muirfield Golf Club to reverse its decision not to allow women members.

    A vote at the East Lothian club failed to rally a two-thirds majority of members behind allowing women to join.

    East Lothian Labour MSP Iain Gray lodged a motion at the Scottish Parliament in May calling for the club to "consider the decision again".

    David Cameron, Nicola Sturgeon and golf professionals, including Rory McIlroy, have also criticised the move.

    Despite 64% of members voting to allow women, this fell short of the required two-thirds majority to change club rules.

    The club was barred from hosting the Open Championship as a result.
