    Ms Freeman says it is absolutely critical that any new Scottish technology is piloted and tested to ensure correct payments reach those who need them.

    "We can't take risks with the support we provide for people, possibly at a time of crisis in their life."

    "We will none of us use this exercise as a political football."

    The system must work for the good of the people of Scotland, it must be fit for purpose and accountable to the parliament, she says.

    The bill will take forward the government's priorities for the social security powers that are to be devolved, ahead of the establishment of a new Social Security Agency.

    Ministers say evidence gathered from a wide-ranging consultation on social security, external will inform the final content of the bill, which will set out an over-arching legislative framework for a new Scottish social security system.

    The government wants to increase Carer's Allowance to the level of Jobseeker's Allowance, and replace Sure Start Maternity Grants with a new maternity and early years allowance called the Best Start Grant.

    Ms Freeman says building a new social security system will be a "complicated and challenging task".

    She says: "What we need to deliver a Scottish system we have to build from scratch."

    Ministers at Holyrood and Westminster have pledged to "work together" to ensure the "safe transfer" of new welfare powers to Scotland.

    Scottish Secretary David Mundell and Scotland's economy minister Keith Brown said they had had "productive" talks.

    Powers over certain aspects of welfare and housing related benefits, including DLA/PIP, Attendance Allowance, Carers Allowance are to transfer to Holyrood.

    The move was agreed in the Scotland Act 2016, external which was passed in March.

    Holyrood has been given control over 11 benefits under the Scotland Bill - including support for carers and those with disabilities.

    It will also be given the ability to top-up existing payments and create new benefits.
