    SNP MSP Ivan McKee says money in the NHS is being redirected and not taken out.

    Ms Robison says, that is correct, the money is being focused and moved to other areas to make services more efficient.

    Labour MSP Colin Smyth says the key point in the report is that funding has not kept pace with demand.

    Mr Smyth asks if the government can seriously say that every one of the savings is for efficiency.

    Ms Robison says: "Change is difficult."

    She says shifting resources means doing less in acute services and more in a primary care setting.

    The health secretary says the public will get a better service out of this.

    Paul Gray says the budget has gone up each year and therefore he doesn't understand the question.

    Mr Gray says boards should "transform their services and deliver them more efficiently."

    He says it is not unreasonable for the public to expect the NHS to become more efficient and for boards to make efficiency savings.

    Mr Cole-Hamilton says the cut of 22% of funding to ADPs will impact on services.

    The Lib Dem MSP says there will undoubtedly be a proliferation of alcohol and drug abuse.

    He asks why the cut was made.

    The health secretary says the government has invested  £630m to tackle alcohol and drug abuse since 2008.

    She says the funding is important, but the outcomes of the ADPs is more important.

    Ms Robison says the government also wrote to health boards to support the alcohol and drug partnerships.

    The health secretary says many partnerships have over-delivered which is a good thing.

    She says 6.8% of doctors in Scotland are EU citizens from outwith the UK.

    The minister says the government wants these doctors, nurses and social care workers from the EU to stay here.

    Nicola Sturgeon has defended her government's record on the NHS after a report highlighted the "significant financial challenges" facing it.

    The Audit Scotland report said health boards would have to make "unprecedented" savings this year.

    And it said NHS Scotland had failed to meet seven of its eight key waiting times targets.

    Conservative leader Ruth Davidson said the report made it clear that the Scottish NHS was in crisis.

    The health secretary says the delivery plan is to bring all the strands together, including the workforce plan.

    She says a workforce plan is "as much an art as a science".

    Some Scottish NHS boards may not be able to balance their books this year, Audit Scotland warned on 27 October 2016..

    The public spending watchdog said the health service needed to make unprecedented savings in 2016/17.

    And it said NHS funding was not keeping pace with increasing demand on the service.

    It also said NHS Scotland met only one of its eight key waiting time targets last year - the drug and alcohol treatment standard.

    Audit Scotland's annual report on the NHS said performance had actually declined in six of the eight targets over the past four years - although the target for cancer patients waiting no more than 31 days for treatment was missed by just 0.1%.

    However, Audit Scotland stressed that the health service had managed to make some improvements despite the "extremely challenging financial position".
