    Mr Russell says the position with the Scottish paper remains that it will continue for consultations by officials.

    Tory MSP Jackson Carlaw says the Scottish government asked for the prime minister to express her views only to say that her view is a disgrace.

    Mr Carlaw says it is the Scottish government that has recieved a stinging rebuke, referring to the 11-0 decision by the Supreme Courtourt.

    Brexit Minister Mike Russell says it is time for Labour to say what they want from Brexit.

    Mr Russell says all the Scottish government proposals are predicated on working with the EU and with the UK.

    He calls on the Labour party to make a decision on whether it really wants Scotland to be part of both the Customs Union and the single market, while remaining in a single market with rUK.

    Mr Macdonald says the "Scottish people do not want to leave Europe or the UK."

    Brexit Minister Mike Russell says it is regrettable that Mr Tomkins does not address the issues raised by the Supreme Court judgement.

    Mr Russell says Mr Tomkins was involved in the Smith Commission process and he says the Scottish Tories are letting down their constiuents with every shout they make.

    He says the Smith Commission pledged that theSewel Convention would be put on a statutory footing but the Smith Commission porposal is not worth the paper it is written in.

    The Brexit minister says the ruling has confirmed that Holyrood's legislative competence will be altered.

    Tory MSP Adam Tomkins says the court was unanimous in throwing out the Scottish government's argument that it should have a say in a reserved matter.

    Mr Tomkins says the Sewel convention says the UK government will not confer on devolved matters without the consent of the Scottish government.

    "The Scottish government have tried and failed to stoke grievance about Brexit," he says.

    The Brexit minister says this ignored the devolved nations as she did not even bother to wait to the proposals from Wales.

    The Brexit Minister says, once the UK bill is published, the Scottish government will issue a memorandum laying out the implications for devolved matters.

    He says the Scottish government will recommend not allowing the UK government to invoke Article 50.

    Mr Russell says rather than a defeat for the Scottish government, yesterday's ruling showed the inadequacy of the Smith Commission measures..

    The Brexit minister says yesterday's ruling illustrates how empty the assurances were about being equal partners.

    He says the UK government has made it clear that Mundell's law and Tomkin's law is not worth the paper it is written on.

    He says the court accepted that it will have consequences for devolved matters.

    He says it is a political not a legal matter so outside the court's ruling.

    Judges at the Supreme Court have rejected the Scottish government's argument that Holyrood should get a say on the triggering of Article 50.

    The court decided that MPs must have a say on starting the formal process of Brexit via an act of parliament.

    However, they also rejected arguments from the Lord Advocate that devolved administrations should also have a say.

    First Minister Nicola Sturgeon has pledged to hold a Holyrood vote on the matter regardless of the ruling.

    She said there remained a "clear political obligation" on the UK government to consult devolved administrations, adding that "it is becoming clearer by the day that Scotland's voice is simply not being heard or listened to within the UK".

    Brexit Minister Mike Russell says the Scottish government welcomes the Supreme Court ruling that Article 50 cannot be triggered without Westminster.

    He says this is a "stinging rebuke" for the UK government. 

    The minister says SNP MPs in the House of Commons will bring forward a number off amendments to clarify the UK government's approach to triggering article 50.

    He says the UK government must have unanimous support of the Joint Ministerial Committee.

    MPs are stepping up their calls for the government to publish its plan for Brexit in a formal policy document.

    A number of Conservatives have joined Labour in asking for a White Paper on negotiating objectives, arguing it will allow for a fuller debate.

    It comes after the Supreme Court ruled MPs must vote on whether the government can start Brexit.

    A parliamentary bill paving the way for talks with the EU could be introduced as early as Thursday.
