    Ms Sturgeon will outline next month how she will respond if the UK government continues to block a referendum

    Nicola Sturgeon's call for a second referendum on independence for Scotland has been formally backed by the Scottish Parliament.

    MSPs voted by 69 to 59 in favour of seeking permission for a referendum before the UK leaves the EU.

    Ms Sturgeon says the move is needed to allow Scotland to decide what path to follow in the wake of the Brexit vote.

    But the UK government has already said it will block a referendum until the Brexit process has been completed.

    Prime Minister Theresa May, who met Ms Sturgeon for talks in Glasgow on Monday, has repeatedly insisted that "now is not the time" for a referendum.

    Ms Somerville says the government will carefully consider each recommendation made by Enable Scotland.

    The minister praises teachers and support staff for the work they do in schools throughout Scotland.

    Ms Somerville says this is an emotional debate, and rightly so as there is surely nothing more important than the start we give our children.

    The minister says: "This is a challenge for each and everyone of us to examine our attitudes to those with additional support needs."

    Labour MsP Johann Lamont says resources do matter and classroom support is being lost.

    Ms Somerville says she does not disagree that resources are an issue and she says all the councils and the Scottish government will have to be responsible for their budget decisions.

    Science Minister Shirley-Anne Somerville says Scotland has one of the most inclusive systems across Europe.

    Ms Somerville says: "We thoroughly reject the idea that any child cannot be educated."

    She says there is an improving picture in the education of children with ASN but she accepts there is much room for improvement.

    She says the challenge is that all childrne particpate in all aspects of school llife.

    Conservative MSP Jeremy Balfour says Scotland has come a long way as a civic society and in education as mainstreaming by and large is a positive and good thing.

    However, Mr Balfour says the report from Enable Scotland is a "wake up call".

    The Tory MSP says parents have to keep asking local authorities and head teachers for things that should automatically come to them.

    "That's fine if you are pushy and articulate like my mother" he says, but less so if you are not.

    He says: "No child should be excluded."

    Labour MSP Daniel Johnson thanks Enable Scotland and he says it is important where the situation can be made better.

    Mr Johnson says the education committee has been looking at additional support needs and has heard some teachers are only recieving cascade training.

    He says post-graduate training in additional support needs is in decline.

    Following Holyrood's vote to back calls for a second Scottish independence referendum, Scottish Green MSP Ross Greer said it was vital to give people in Scotland the choice in autumn 2018 "when the details of the Brexit deal are known".
