Mr Rowley says there must be the resources to deliver on actions in teaching, ending cuts at the local level and bringing back teachers assistants.
The Labour MSPs says he support the plans but the cuts to local government must be stopped.
He says disabled people in Scotland make a huge contribution to society and it is "despicable" that disabled people have had to bear the brunt of UK government welfare reform
Mr Rowley lambasts the language of "shirkers and scivers" and highlights the increase of hate crime against disabled people.
