    In July we reported that Rural Economy Secretary Fergus Ewing said 90.4% of EU farm payments were made before the midnight deadline.

    Fergus Ewing said it meant 16,521 farmers had now received their Common Agricultural Policy payments.

    The government has been facing pressure to deal with "failures" in the subsidies payment system.

    It emerged on Friday that any fine may be waived and an extension to the deadline no longer required if a 90% target was met.

    In June Nicola Sturgeon apologised to farming leaders for "failures" in her government's EU subsidy payment system.

    The first minister said there was "no complacency" on the part of her government and insisted there was a "100% focus" on getting payments made.

    However, farming leaders said they wanted progress made in delivering the "vital" subsidies, not more apologies.

    Ms Sturgeon had faced questions over her government's handling of Common Agricultural Policy payments, with 5,000 farmers out of a total of about 18,000 said to have still not received their money with a week to go until the deadline.

    Reforms to the CAP system saw the Single Farm Payment Scheme replaced by the new Basic Payment Scheme (BPS) in 2015.

    The BPS is the main EU subsidy available to farmers in Scotland, with the money being allocated by the Scottish government.

    The payments are designed to act as a safety net for farmers and crofters by supplementing their main business income.

    A total of 19,674 different Scottish rural businesses received a total of about £650m in CAP payments last year.

    Since the vote to leave the EU a year ago, millions of EU citizens living in the UK, and about a million UK expats in other EU states have been living in a state of uncertainty about their future.

    Ministers have now given details of what EU citizens can expect after Brexit but make clear that their offer is based on the expectation that the other 27 EU members give reciprocal guarantees for British expats living on the continent.

    What has Theresa May offered?

    Theresa May outlined her proposal, external in a statement to Parliament in June, having given EU leaders an early sight of her plans .

    She has insisted that no EU national currently resident in the UK would have to leave at the point of Brexit and that people will be treated the same irrespective of their nationality.

    The main feature is the offer of "settled status" for EU citizens, as well of nationals of Norway, Iceland, Liechtenstein and Switzerland, who have been living legally and continuously in the UK for at least five years.

    This will not be available automatically and anyone who qualifies will have to apply for their residence status.
