  14. How does low carbon infrastructure spend increase chime with road investement?published at 11:19 Greenwich Mean Time 24 January 2018

Mr Finnie says the low carbon infrastructure spend has increased from 21% to 29%, which is good news.

The Green MSP asks how can that improvement be maintained with the SNP's road building plan.

The minister says the road building plan has been absolutley necessary and has been matched by the investment in rail

    M8 works

Mr Brown says the ambition is to have all of Scotland's cities connected by dual carriageway, if not by motorway.

The economy secretary says it was essential to make investments into the road network after many years of underinvestment.

Mr Finnie says he does not want to see the government spending £70m on a roundabout just to get people of a bridge.

The government is planning a new high-speed rail network, from London to Birmingham and to Manchester and Leeds, known as HS2.

Ministers say it will improve the transport network and boost the economy, but there has been controversy about the exact route of the line and its effect on those living near it. Here are the key points that we know so far.

The initial plan is for a new railway line between London and the West Midlands carrying 400m-long (1,300ft) trains with as many as 1,100 seats per train.

They would operate at speeds of up to 250mph - faster than any current operating speed in Europe - and would run as often as 14 times per hour in each direction.

This would be followed by a V-shaped second phase taking services from Birmingham to Manchester and Leeds.

The Department for Transport says there will be almost 15,000 seats an hour on trains between London and the cities of Birmingham, Manchester and Leeds - treble the current capacity.

  16. How will high speed rail impact Scotland?published at 11:15 Greenwich Mean Time 24 January 2018

    Green MSP John Finnie

Green MSP John Finnie focuses on high speed rail, asking about plans to develop it in Scotland.

Economy Secretary Keith Brown says the UK government is responsible for this project.

He states Scotland should benefit from HS1 and HS2, given the improved journey times south of the border.

However, he argues journey times will not improve as much unless the networks are developed in Scotland.

Capacity issues on the east and west coast mainlines are also mentioned.

The airport says passenger numbers have bottomed out and that its losses are less than predicted - but admits its turnaround will be challenging.
