As much of Scotland remains gripped by the extremely snowy conditions the first minister issues a warning not to travel, stressing people risk becoming stranded.

Nicola Sturgeon thanks emergency workers, those on the transport network, volunteers, and the public for their work and patience over the past few days.

This is echoed by all the opposition party leaders.

She calls on everyone to look out for the vulnerable in this severe weather.

MSPs agree to the timetable for the scrutiny of the continuity bill, with 86 MSPs voting for it and with 27 against.

Labour MSP Neil Findlay ask if recess will be cancelled, Mr Russell says he hopes Mr Findlay's trips to exotic parts need not be cancelled.

Brexit Minister Mike Russell says he would prefer not to be embroiled in this "nonsense of a process" and says we are where we are.

MSPs vote that the continuity bill should be treated as an emergency bill, with 86 MSPs voting for that and with 27 against.

Brexit Miniser Mike Russell says: "There is an emergency, there is not doubt about that."

Mr Russell says the government has shown extraordinary restraint in negotiations with the UK government and says there is still no amendment from Theresa May to the EU Withdrawal Bill's Clause 11.

"I'm concerned about scrutiny."

He says he wants the scrutiny to be as detailed as possible.

Tory MSP Donald Cameron says: "The bill is not remotely an emergency, it cannot have affect until the UK leaves the EU."

Mr Cameron says that was the core of the Lord Advocates argument made yesterday in the chamber.

Scottish Green Party co-convener Patrick Harvie intervenes saying the only people having fun are "expensively educated idiots like Rees-Mogg and Boris Johnson".

The presiding officer steps in to gently chastise Mr Harvie, seemingly with little effect.

The Green MSP replies: "I certainly offer those gentlemen the respect they deserve."

"That's quite enough," says Ken Macintosh and does not allow the intervention.

Mr Cameron regrets accepting the intervention from Mr Harvie and goes on to call on MSPs to urge against the motion.

Labour MSP Claire Baker says: "This is a bill that we wish was not before us."

Ms Baker says, make no mistake, it is down to the Conservatives that we are here today.

She cites the disagreement between the presiding officer and the Lord Advocate and says this "rushed piece of legislation" may end up in the Supreme Court.

Presiding Officer Ken Macintosh made it clear that he did not believe the Scottish bill fell within Holyrood's legislative competence.

In a written statement, external on Tuesday, he raised concerns that the legislation might fall foul of EU law.

Mr Macintosh said the bill "anticipates the impact of the withdrawal of the United Kingdom from the European Union", and as such "assumes that the parliament can make provision now for the exercise of powers which it is possible the parliament will acquire in the future".

When framing the law, one must consider legal matters. When governing the people, one must also consider matters of wider policy. In short, politics.

Both aspects are salient in the latest round of bargaining anent Brexit and the associated devolved powers.

You will recall that the controversy concerns 111 powers - such as agriculture and the environment - which are devolved to Scotland within the UK but are presently run in part by the European Union.

You will recall that the UK government originally said that, post Brexit, these powers should all revert to London, initially, for subsequent distribution following consultation.

You will recall that the Scottish government replied bluntly: "Aye. Right." You will recall that the devolved government in Wales said much the same. In Welsh. Northern Ireland governance is currently silent on these and other matters.

Lib Dem MSP Tavish Scott says today is about the process and the scrutiny of continuity bill.

Before that, Mr Scott posits: "Just one thing Mr Tomkins, for many of us leaving the EU is an emergency."

He says this legislation must be srutinised properly and fully.

The timetable is incredibly tight, he says, adding his party want to take Stage 2 for the continuity bill is taken in committee.

Scottish Green Party co-convener Patrick Harvie says: "This bill is absolutely necessary as a response to the Brexit crisis."

Mr Harvie calls on MSPs to back the Scottish government motion at decison time.

He says the UK government's EU Withdrawl Bill is a direct assault on the deovlution settlement.

Labour MSP Neil Findlay says the public have the right to be consulted on legislation that will affect them, but in this case that will not happen.

At best there will be a truncated process for scrutiny of the continuity bill, he says.

He asks why there is such a rush and expresses very serious reservations and concerns about the legislation.

We want Stage 2 to take place as normal in the committee setting."

He accuses David Mundell and Ruth Davidson of "ratting on" their commitments.

Mr Tomkins says: "We are being asked to consider in haste legislation the Scottish government does not understand."

He says no thank you.
