The Scottish Parliament has refused to give its consent to the UK's main piece of Brexit legislation.

The Scottish and UK governments are at odds over the EU Withdrawal Bill and what it could mean for devolved powers.

Labour, Green and Lib Dem MSPs united to back SNP members in rejecting the Westminster bill, saying it would restrict Holyrood's powers.

The Scottish Conservatives voted against, and have blamed the SNP for the failure to find an agreement.

MSPs voted by 93 to 30 that Holyrood "does not consent to the European Union (Withdrawal) Bill".

International Development Minister Alasdair Allan says there has been "appalling state sponsored violence leading to large scale loss of life".

"All possible steps must be taken to protect children along this border," he adds.

He confirms External Affairs Secretary Fiona Hyslop is writing to UK Foreign Secretary Boris Johnson to urge the UK government to do all it can to bring the violence to an end.

Mr Allan says the decision of President Trump to open the US embassy in Jerusalem was "reckless, wrong and a direct threat" to peace.

The minister says: "The Scottish government strongly encourages the Israeli government and the Palestinian authority to work with the international community on securing long-term peace."

He goes on the add: "We must as a parliament to take this opportunity to call directly on the Israeli government to stop the widely excessive and totally unjustifiably use of force against civilians."

Green MSP Ross Greer begins by saying this debate is "tragically timely".

The Green MSP adds that: "Israel's barbarities are no surprise to anyone with even a passing understanding of how their state came into being or its actions in each and every year since.

"Many of us had hoped with the world's eyes on them yesterday, even if for nothing more than PR purposes, Israel might show some restraint."

"In hindsight it was stupid to expect as much from an Israeli state which has not, for years, seen Palestinian people as people."

Annually on 15 May, Palestinians mark what they call the Nakba (Catastrophe) of the displacement of hundreds of thousands of their people, who fled or were expelled from their homes in the war that followed Israel’s founding in 1948.

About five million Palestinians and their descendants are scattered in neighbouring Syria, Lebanon, Jordan as well as in the Gaza Strip and West Bank. Many live in crowded refugee camps and are denied some of their basic rights.

Efforts to create a Palestinian state on the West Bank of the River Jordan and Gaza on the Mediterranean coast have been frustrated by the continuing conflict with Israel and disputes over the status of diaspora Palestinians.

The war that followed Israel's declaration of independence in 1948 saw the former British mandate of Palestine partitioned between Israel, Trans-Jordan and Egypt.

The demand of these refugees and their descendants to return to their former homes remains one of the most fiercely debated aspects of the dispute with Israel.

Labour MSP Anas Sarwar says he feels "angry, helpless and broken" after recent events in the region.

"The events of the last few days will have lasting consequences.

"The opening of the US embassy in Jerusalem is a direct and deliberate threat to any chance of peace."

He says the deaths in Gaza prove that the opening of the embassy has only escalated tensions.

Referring to the blockage affecting the Gaza Strip, Mr Sarwar says: "We should all be collectively ashamed of ourselves."

"We need to wake up as an international community to act," he concludes.

Tory MSP Maurice Golden says the latest clashes serve as a remind of how "volatile" the Middle East remains.

Mr Golden says we must look to the future and hope for rapprochement.

The history the Israeli and Palestinian people are intertwined and to only focus one of their histories does both a disservice, he adds.

"If we want to see the cycle of anger and violence broken, we must acknowledge that link, that shared tragedy."

The Tory MSP says Ms White's motion only notes half of that history and highlights the UK government backs a two-state solution.

SNP MSP Sandra White says: "If we fail to acknowledge what Israel is doing in Palestine, and where Israel is concerned, we fail to present the situation honestly.

"And we fail to be taken seriously by the rest of the world."

She says the UK government statement calling for greater restraint from Israel is an "insult to every single Palestinian who has been killed or injured in the past, not just 48 hours, but years".

The SNP MSP says: "The only way to achieve a lasting peace is to recognise a Palestinian state alongside an Israeli one."

She insists the time is now to act, as people are dying every single day.

Funerals were held on Tuesday in Gaza for 58 Palestinians reported killed on Monday when Israeli troops opened fire during protests, in the deadliest day of violence there since a war in 2014.

Another death was reported on Tuesday - a 51-year-old man - but calm mostly prevailed as the dead were buried.

Israel has faced international condemnation over the deaths, from the UN, UK, France, Russia and others.

Israel has defended its actions, and the US has voiced its support.

Monday's violence came as the US inaugurated its first embassy in Jerusalem, a controversial step by the Trump administration that broke with decades of US policy and incensed Palestinians.

Palestinians claim East Jerusalem as the capital of a future Palestinian state. Many see the US move as backing Israeli control over the whole of the city, which Israel regards as its indivisible capital.

SNP MSP Sandra White points to recent violence in the region, saying she adds her voice to condemnation of it.

Ms White recalls the history of the establishment of Israel, arguing that the British state assisted in giving away land "that was not theirs to give away".

The SNP MSP says 700,000 Palestinians fled or were expelled following the establishment of Israel - this is what is referred to by the Nakba.

Ms White uses her motion to say the events of the Nakba led to generations of pain for the Palestinian people, who continue to live under a state of occupation.

She says this led to a major crisis in which over four million displaced people were registered by the UN as refugees and unable to return home.

The SNP MSP condemns the deepening of the crisis in the form of illegal settlements, which are unrecognised by the international community.

These settelements continue to be built in the occupied territories at a rate of five times that prior to the implementation of the Oslo Accords, she says.

SNP MSP Sandra White is leading a debate marking the 70th anniversary of the displacement of hundreds of thousands of Palestinians in the war that followed Israel’s founding in 1948, known to Palestinians as al-Nakba, or “the Catastrophe”

Ms White uses her motion to say this day was when state of Israel was formed after the mass eviction of over 750,000 people from historic Palestine land.

She says over 500 towns and villages were destoyed in this process.

The Nakba marks the day after the anniversary of Israel's independence in 1948, when hundreds of thousands of Palestinians fled their homes or were displaced.
