    He reiterates that the Scottish government does want an agreement on the Bill - but not at any price.

    Mr Russell confirms he will write to Cabinet Minister David Lidington to request a cross-party meeting on the issues, thus supported Scottish Labour's amendment.

    The minister argues the Bill would allow the UK government to reverse any decisions taken by the Scottish parliament for seven years.

    He claims this is "anti-democratic action" will "muzzle" the Scottish parliament.

    We have managed to agree changes with the UK government which directly address many of the concerns Brexit Minister Mike Russell raises, Mr Carlaw argues.

    He criticises Scottish Labour and the Scottish Lib Dems for their positions, pointing to the Welsh government's agreement and the stance taken by the Lib Dem lords.

    The Scottish Labour leader has written to Cabinet Office Minister David Lidington and Scottish Brexit minister Michael Russell.

    He wants to see the UK and Scottish governments and all political parties around the table to get negotiations moving on the EU withdrawal Bill.

    He says all of the parliament should have input.

    Closing for Labour, James Kelly MSP confirms his party will not consent to the EU Withdrawal Bill and reiterates the belief that there should be cross-party talks to broker an agreement.

    He repeats previous concerns about a lack of a dispute mechanism between the governments, suggesting this creates a "power imbalance".

    Scottish Green co-convener asks what Labour expects to happen as a result of more cross-party talks.

    Mr Kelly suggests this debate has been useful in terms of offering practical solutions.

    He adds that an exploration of the issue by all parties could lead to a resolution.

    In April Sottish ministers rejected a bid to settle the dispute over post-Brexit powers, despite the Welsh and UK governments striking a deal.

    The UK government published changes to the EU Withdrawal Bill in an effort to end the long-running row with the devolved administrations.

    Welsh ministers reached an agreement with their UK counterparts.

    But the Scottish government said there was still a "key sticking point" and called for further changes to be made.

    No one is arguing that there should not be common frameworks but it is important they come about through joint agreement, Ms Martin insists.

    The UK government neither understands nor prioritises rural Scotland, she argues.

    I just don't trust the UK government to prioritise fishing over the car industry for example, Ms Martin adds.
