    A man who is campaigning for a change in the law relating to adult adoption is taking his fight to Holyrood later.

    Nathan Sparling, 28, wants a reform of Scottish family law which would allow him to be adopted by his step-father.

    He is due to give evidence to MSPs on the Scottish Parliament's public petitions committee on Thursday.

    In the UK adoptions only happen up to the age of 18 but the campaigner said many young people did not realise this until it was too late.

    Does the Treasury recognise that there is a potential for the income tax take to change and is this taken into consideration as part of the pre-budget planning, asks committee convener Bruce Crawford.

    Ms Truss says there are policies either side of the border which will have an impact on income tax and this is recognised.

    Lindsey Whyte agrees a whole range of impacts are taken into account and the Treasury engages with a range of Scottish stakeholders on such issues.

    There is a process where either government can raise issues to be brought to the joint exchequer committee to work through any resolution that can be put in place, Ms Whyte explains.

    Ultimately the fiscal framework is about the Scottish government taking on more responsibility and more the variability in terms of tax revenues, adds Liz Truss.

    It is important to look at the whole package and it is difficult to drawn a line between the impacts of decisions made by the Scottish government and those made by the UK government, she states.

    Committee convener Bruce Crawford asks about the Treasury sharing information with the Scottish government, and vice versa, so both sides can assess the impact on tax takes.

    Ms Truss says the overall structure of the fiscal framework evolved from the Smith Commission, which agreed a package which recognised some of these complexities.

    The chief secretary of the Treasury tells the chamber there will be a review of the fiscal framework in 2021.

    "I think we got to the right balance with the fiscal commission."

    She adds that her role is to maintain a regular dialogue with Derek Mackay.
