The Scottish government said it will leave "no stone unturned" in its efforts to keep the Michelin tyre plant in Dundee open.
Scotland's economy secretary Derek Mackay said he will convene an action group to "explore all options to secure a sustainable future for the site."
He was updating MSPs in parliament on his work, after the company announced its closure within two years.
Labour MSP Jenny Marra said the news was devastating and called for more cash for the city.
