    Tory MSP Alexander Stewart asks about the risks of those councils which have not put long-term planning in place.

    Graham Sharp says it was not that long ago that councils were running on a year-on-year basis, but the Accounts Commission pressed them to improve.

    He expresses confidence that in a year or two, all councils will have long-term plans in place.

    But half the risk is in implementing these plans, he adds.

    Mr Rowley says the public are confused about whether local government has maintained a fair share of Scottish government funding or not.

    Graham Sharp from the Accounts Commission says: "The numbers are quite clear, and I think our figures are consistent with the SPICe numbers as well, and we reported over the four year period that local government funding reduced in real terms by 6.92% compared to Scottish government funding in general of 1.65%."

    "In terms of making judgement about what's fair that really comes down to policy and that's not our area," he says.

    A cross-party campaign has been launched by Scotland's councils to fight for a better deal on finance from the Scottish government.

    They have also called for the reform or replacement of the council tax, to give them a secure level of funding in future.

    Local authority representatives have said they are struggling to maintain core services.

    But the Scottish government said it had treated local government "very fairly".

    Labour MSP Alex Rowley asks about funding transparency for integrated joint boards (IJBs).

    IJBs were created as part of the integration of health and social care, and a new organisations designed to ensure joint working between NHS boards and local authorities.

    Fraser McKinlay from the Accounts Commission says this is being considered further as IJBs are responsible for over £8bn of public money.

    Mr Rowley asks about the distribution system used for council funding.

    Graham Sharp highlights the council funding overall is a zero-sum game - if one council sees an increase, others will see a decrease.

    Mr McKinlay says it seems reasonable to ask whether the formula is still suitable, given it has not changed for ten years.

    But it is for the government and COSLA to consider how to take this forward, he adds.

    Green MSP Andy Wightman asks about the comparison between Scottish and English local authorities in terms of funding.

    Mr Sharp says the comparison is not easy, as 55% of funding comes from central funding in Scotland, but in Northampton it is 17%.

    SNP MSP Kenneth Gibson says there was a 60% of reduction in funding to local authorities in England.

    He asks about innovative ways are English councils dealing with this.

    Mr Sharp replies there are a whole lot of things going on in the service side, which will be looked at as report in the spring.

    Green MSP Andy Wightman asks whether the process of how council set budgets has changed at all since 1999.

    Fraser McKinlay says the budget cycle is unchanged, but councils are generally much better and medium and long-term planning.

    This essentially means budget planning does not so they are able to make any necessary adjustments, he adds.
