    The Scottish Green Party said it would not negotiate with the Scottish government over the next budget unless it has climate change and a Green New Deal at its heart.

    A Green New Deal means a large scale re-imagining of how economies should work to deal with the root causes of climate change.

    Green MSP Mark Ruskell made the pledge as the Climate Change Secretary Roseanna Cunningham outlined the government's response to the climate emergency declared by Nicola Sturgeon.

    Ms Cunningham said climate change would be at the core of the next programme for government and spending review.

    Earlier the CEO of the Committee on Climate Change told MSPs he was delighted with the Scottish government's quick adoption of its recommended net-zero target for greenhouse gas emissions of 2045.

    Children's Minister Maree Todd highlights how common perinatal depression is and praises Home-Start for offering support to families affected by it.

    She highlights that Scottish government has expanded the health visitor workforce and the baby box, which she says offers practical support.

    We recognise the important role the third sector, including Home-Start, play in helping families Ms Todd says, pointing to investment in such organisations.

    We are determined to improve the recognition and treatment of perinatal mental health and tackle the stigma which surrounds it, the minister states.

    Home-Start is a UK wide charity which works with parents and families.

    It offers support for families impacted by bereavement, disability, separation and mental illness, among others.

    SNP MSP Jenny Gilruth said when she first visited Home-Start Glenrothes she walked in to a feeling of support and of empathy.

    Ms Gilruth points out supported families can come from all walks of life and the support offered is wide ranging.

    The SNP MSP says 33% of all Glenrothes Home-Start referrals come from Fife's social work department.

    All volunteers attend a 10 week training course before being able to visit homes to provide practical and emotional support, she elucidates.

    "The work of Home-start supports both mums and dads."

    Communities and Local Government Secretary Aileen Campbell says this has been a robust but good debate, which is what it should be as this is not an "esoteric beard-stroking philosophy".

    Ms Campbell this is about trying to ensure we create a country and a society that sees everyone benefits from what government does.

    She says the 20th anniversary of this parliament is a good point to see where the balance of power lies.

    "We do seek to empower communities," the minister adds.

    She cites the local government review and insists people are up for the 'place principle'.

    Labour MSP Alex Rowley says there is nothing in the Scottish government motion today to disagree with but he argues "there is no question" that austerity has impacted on communities.

    It's basically about working with people to improve their communities and when done well, it works well he argues.

    Where it does not work is when it is used to pay lip service to communities or if it excludes groups, such as disabled people, Mr Simpson adds.

    The Place Standard tool provides a framework to structure conversations about places.

    It allows discussion about the physical elements of a place (for example its buildings, spaces, and transport links) as well as the social aspects (for example whether people feel they have a say in decision making).

    The tool provides prompts for discussions, allowing consideration of all the elements of a place in a methodical way. The tool pinpoints the assets of a place as well as areas where a place could improve.

    Green MSP Andy Wightman says his party supports the place principle but does not support the principle around sustainable growth.

    There is no real local government in Scotland, compared to countries like Finland, he adds.

    Communities there have the fiscal powers to allow them to do what they wish to do in terms of services, Mr Wightman elucidates.

    The Green MSP explains that is why control over taxation must be returned to local councils.
