    The climate change secretary says this sits on the finance secretary's portfolio.

    Is it a time when extra resources are mobilised, from contingency funds? The national guard mobilised and police leave is cancelled? When laws are suspended? Martial law and a curfew imposed?

    We need to find out, because an emergency has been declared - a "Climate Emergency".

    This is not to ridicule the importance of the issue, nor the pressure from street protesters to cut net climate changing emissions to zero within only six years, nor the declarations of emergency by national leaders and parliaments. It is a serious question of how much this one issue trumps every other priority, or even legal safeguard.

    Scottish First Minister Nicola Sturgeon has declared a "climate emergency" in her speech to the SNP conference.

    The SNP leader told delegates in Edinburgh she was inspired after meeting young climate campaigners who had gone on strike from school.

    Ms Sturgeon said "they are right", and pledged to "live up to our responsibility" to halt climate change.

    Climate Change Secretary Roseanna Cunningham begins that she is grateful for a couple of minutes to try to "get less soggy."

    The minister moves on to the statement beginning: "There is a climate emergency."

    It will require transformative change to address climate change and all countries must act, Ms Cunningham says.

    She points out the Scottish government acted immediately on the CCC's recommendation to set a target of net zero greenhouse gas emissions by 2045 by tabling amendments to the Climate Change Bill.

    The Scottish government will legislate to reduce greenhouse gas emissions to net-zero by 2045 after receiving fresh advice from an expert panel.

    The Committee on Climate Change, external (CCC) urged that Scotland set the target five years ahead of the UK as a whole.

    The panel says Scotland has more potential sites for carbon capture and a greater landmass for tree planting.

    It came after a report to the UN last year urged the world to go "further and faster" in tackling climate change.

    Environment Secretary Roseanna Cunningham is to provide details of the response to the declaration of a climate emergency.

    It follows confirmation the Scotland's emissions targets will be increased on the back of advice from the Committee on Climate Change.

    The Scottish government also recently announced it had scrapped it plans to cut air tax and plans for a deposit returns scheme.

    Lib Dem MSP Liam McArthur also asks about overcrowding and says the prison population stands at over 8,000 now and asks when overcrowding will become an emergency.

    Ms Denham replies the alternatives to custody are being strengthened.

    The minister accepts this is a serious problem and insists officials are working with the SPS to manage the current prison population.

    The prison officers' union has voted to ballot for industrial action as the number of inmates in Scotland's jails approaches record levels.

    There are now about 700 more prisoners than a year ago.

    Some inmates have been forced to sleep on mattresses on the floor due to a lack of beds.

    The union has also said previously that violence inside prisons is increasing, along with the number of sick days taken by staff.
